Oda has basically stated in an SBS that Luffy and Crew are not really aging (they celebrate the same birthday every year is how he puts it) - so anything from the time Luffy leaves Fuschia Village until the current chapter is supposed to be in the same year. It could happen; who knows how long the rotation of the Grandline World around the sun is? Let's not think about it too hard, shall we?
