The Declaration also recognizes that rights can be protected only by the community
and the nation. However, each individual is said to have a duty to help secure the
ightsofall.

^inally, the Declaration states that every person has a right to live in a social order
hat enforces rights:

"Everyone is entitled to a social and international order in which the rights
md freedoms set forth in this Declaration can be folly realized."
\ human right, as with rights in general, gives someone a moral claim to demand
'air treatment.

^lay people who defend their human rights face long odds and a hard struggle. But
noral persuasion can be quite a powerful tool. For example, Mohandas K. Gandhi
peacefully revolted against British colonial rule in India during the 1940's; citizens
n the Philippines overthrew the corrupt Marcos regime in 1986; and apartheid was
ejected and reformed in South Africa in 1991. The private organization Amnesty
utemational has on many occasions publicized and stopped the use of torture in a

/ariety of countries. All these movements have depended not so much on force and

/iolence as on the moral assertion ofhuman nghts. ' J
