Frank B. Parker, though initially seeming erratic and anti-authority, is nevertheless an impressive and endearing human being.

He was orphaned at a young age, and never knew his parents. He was raised by a group of Catholic nuns, and despite their teachings, was considered a juvenile delinquent. He was partially saved from becoming a criminal by the tough-love mentoring of a priest named Father Kelly, who knew something of how Frank's mind worked and what he would respond positively to. Frank considered Kelly his foster father.

He became a Navy SEAL, and later was part of CIA Black Ops alongside Craig Donovan. He married Patricia Parker, and they had one son, Jimmy, before Patricia divorced her husband.

Parker had a mental breakdown after being locked in a superheated "hot box," unable to even remember who he was. He was sent to the mental facility "Hanson Island," where his peculiar sense of humor contributed to goodhearted mayhem. He was recruited into the Backstep program because of his photographic memory and high pain threshhold, despite doubts about his mental state. He is brilliant and well-read, and nearly fearless in a crisis.

Originally intended to be "expendable," but now considered invaluable, Parker's natural charm endeared him to his colleagues, especially the beautiful Olga Vukavitch. Parker pursues her without success, amusing her with his constant double-entendres and jokes. He has a brotherly friendship with Craig Donovan, and has displayed bravery in repeatedly saving the human race.
