
A student of Doctor John Ballard, Andrew Owsley is a brilliant yet quirky scientist. Despite his young age, he is a vital asset to the Backstep team. He is also on good terms with his mother.
At the age of 12, he assisted Ballard in breaking the string theorem corollary to quantum redundancies, assisting Ballard in the creation of the Sphere. He has degrees in particle physics, quantum analysis and astral physics, multi-place calculus, and his research into trans-dimensional quark symmetries was interrupted.
When Ballard requested a leave of absence from his work, he directed Talmadge to call on Owsley. Though "Hooter" was initially incredulous over the possibilities of time travel, a tour of the facility convinced him to join in.
His ultra-casual presence and sometimes-reckless handling of systems irritated elder scientist Isaac Mentnor. Mentnor later recanted his low opinion of Owsley, but refused to call him "Hooter." Owsley also found something of a kindred spirit in chrononaut Frank Parker, who joins in on practical jokes — and harbors a secret crush on Olga Vukavitch.
