Starfleet Intelligence is also part of Starfleet itself. Although this organization doesn't seem to operate at all it's still believed that it undertakes significant amount of black operations every year and is actually very similar to Section 18. Two fleet admirals represent this organization in the Committee of Fleet Admirals. Officially, this organization rarely gets any missions, but unofficially it's been rumored to receive them often, especially after the Dominion War.
The main HQ of Starfleet Intelligence is located on Lihter.
