The Machine Shop is an addon to the Factory. With this building you can build Goliaths and Siege Tanks, so make sure to add one on as soon as possible. It can research the Siege Mode for the Siege Tank, increase the Goliath's attack range, enable Spider Mines for the Vulture, or increase the Vulture's speed.
