The Covert Ops addon to the Science Facility enables the production of the Nuclear Silo to build the nukes and the Ghost to launch the nukes. It can also research the Ghost's special abilities: Lockdown, which freezes a single unit for a certain amount of time, Cloak, Ocular Implants, which increases the Ghost's sight range, and the Moebius Reactor, which adds 50 maximum energy to the Ghost.
