These would apply to the largest cities. For large towns use max penalty of -3 and “for medium” towns -2.

This is a small conversion table for use with
adventures written for Rolemaster. It converts the
difficulty of a task (ie. the relative difficulty of
picking a lock) to a skill bonus or penalty in GURPS.
