These days, people will do anything for a dollar. The Internet makes it easier and easier for people to break the law under the oversized noses of the authorities. Some people use the net to check their e-mail and find information on their favourite movie stars. Others use the internet to provide people with the tools needed to BREAK THE LAW!
Mod chip distributors make it easy for the average joe to obtain the materials and knowledge needed to perform law breaking acts. These acts inclue the burning, playing and distribution of pirated games. It is becoming more and more common for a person to have a massave collection of pirated Sony Playstation games.

Supposedly, the original intention for a mod chip was to backup copies of games you already own, in case one gets destroyed or a friend loses the original copy. You can compare having a mod chip in your Playstation to having a knife in your house. It's perfectly OK to have a knife until you use it to stab someone. Having a mod chip in your Playstation is perfectly legal until you use it to play illegal CD-R copies of games.
So it all comes down to what you are willing to risk. Are you willing to risk having your PS destroyed because of some idiot soldering the chip to your motherboard incorrectly? You can't really say you are going to call the cops or take him to court. Many people think that to install a mod chip all you do it open up your playstation, pop the chip in, and you're done. The fact is it's a much more difficult and risky process. Many mod chips now come pre-wired and it should only take an experienced person 10-15 minutes at the most to install your mod chip. Another thing is, as soon as you open up your Playstation, you void the warranty. Are you willing to risk being charged for distributing illegal copies of PS games? C'mon, if you and a friend both have a mod chip, don't tell me you aren't going to swap games every now and then. Like consoles and computers, mod chips also go out of date. Game companies like Squaresoft and Capcom are constantly thinking up new ways to detect these "stealth" chips which are almost completely undetectable by even the latest games with software protection.
The majority of people with mod chips use them for illegal purposes. Basically mod chips today are both illegal and immoral. Are you willing to rip off hard working gaming companies? Money made from game sales go towards new gaming technology and by playing burned copies rather that originals is like stealing money right out of their bank account and with mod chips becoming more and more popular, you could very easily see well established companies like Capcom be wiped out.
