Well, I don't have that many rules, because I'm not a very strict person, but still...here they are:
1.
I only except original characters.
2.
No more than 4 or 5 characters per player.
3.
Do not "harass" other players out of character. Be courteous, and polite
please.

No Power playing.
5.
Please keep your characters realistic (or as realistic as possible in a
fantasy RPG), and not perfect. There's no such thing as perfect, therefore
there's no such thing as a character who has a great body, a great personality,
and great combat skills and magic skills.
6.
I don't want to many cliché's. In other words..if you want a character
that is a Troll shaman, and there already are one or two, please, no more.
Or, if there are more human characters than local race characters, I probably
won't except any more humans. I don't want to have to turn any characters
down, so please check for cliché's. Also, I won't turn any characters
down because of it, but if there are lots of characters with say, green
eyes, don't make your character have green eyes.
