Appearance- He is a somewhat large man. His hair and mustache are blonde and he usually wears a red business suit.
Bio- When President Shinra was killed by Sephiroth several of his dna cells were frozen and saved. After the destruction of Midgar they were thought to be lost until someone found the containers on a beach washed up on shore. After extensive research and testing they were able to use the cells and clone President Shinra. Shortly after, the construction of Neo-Midgar was activated. Now he once again rules over the entire planet.
