Von Ostenwald's entourage suffered a major "L" just after New Years Day.

As of the summer of 1999 continues, things do not look good for the Camarilla.  Aldred Von Ostenwald and several members of his entourage disappear without a trace.  Beginning with the Summer Solstice, the Sabbat ravage the East Coast, taking city after city until finally, Washington, D.C. is seized by Sascha Vykos.  Many vampires flee the East Coast, but some decide to recuperate in Maryland, causing an overpopulation problem.  A defacto Primogen is immediately formed and consists of Jared Tice, Natasha LeFebure, Nicolai Poniatowski, Susan Levrette, and Siegfred Von Rabenburg.  Marcus Vitel sought refuge in Maryland and notified the Primogen that reinforcements were being sent and space and provisions needed to be made.  They could take care of local affairs, but another primogen would be put in place to take care of more important concersns. With that in mind, all non-elite kindred had to be routed or destroyed, resulting in the death of several vampires.

Among those vampires that were gathered and spared were Spidee, renegade of the Sabbat; Jaquio De Mieux, a strange and aloof Caitiff; Carlito,  a lone Gangrel whose motivations are unclear; Kashim Ellivreksab and Veneficus, Tremere neonates; and Gabriel, the Brujah shocktroop.  A meeting was held by the Primogen involving them all.  They were invited to Empire Towers in Glen Burnie, and awaited instruction.  The first part of the meeting was exclusively Primogen. They had decided to move these rogue kindred to Southwest Baltimore, since the Sabbat had not yet cemented it's hold there.  Yet.  It would be their rite of passage into the Camarilla, and a way to make space for the elite, some of whom included Jan Pieterzoon, Alexander Garlotte, and Theo Bell.  After interrogating the new recruits, Tice jokingly told the group to form a coterie, give it a name, and choose a leader.  He did this to fool them into feeling important.  Natasha scolded Tice behind closed doors, after veiled threats were given on both sides, Nicolai, as a compromise,  offered to use Tooth, as a liason that would keep an eye out for them, as they would be close to Brujah territory.  Jared Tice then allowed this new coterie "the priviledge" of using one of his offices while he and his counterpart, Allen Carpenter, spied on them via hidden camera.

After the coterie got "acquainted", Tooth drew up plans to set up territorial boundaries.  They could have Cherry Hill, but must leave the Harbor Hospital alone.  He also warned them of the fact that strange things are happening in this area, and the Giovanni might have influence there.  A vote was taken for leadership of the coterie, and there was a draw between Spidee and Gabriel. Veneficus had the deciding vote.  She had a poor selection of choices: a member of the Sabbat or a Brujah that she already didn't like.   Jaquio, having spent the entire night pissing off everybody with his absurd naivety, jokingly suggested a duel to the death & was told by Spidee to "shut the f*ck up".  Gabriel agreed to the duel, and Spidee foresaw problems with this guy, but he nevertheless backed down in terms of leadership and settled for second in command.  He then came up with a coterie name:
QUIET STORM.  Tooth, who Nicolai had sent to "tease" them and assess their resolve, wasn't confident that this group was going to survive very long.  Before leaving them, though, he made this last comment, "It sure is good to see a bunch of brothers in the mix for a change," and then he left them to discuss their plans of survival and war.

Meanwhile, new players entered the game.  They went to Spidee's house, and Spidee placed a
phone call to his primogen...
