Duties: Responsible for the safety of the crew and the success of their missions. Has final accountability for any actions taken by the crew. Also repesents the ship to Starfleet and the Federation to whatever other species who may be encountered.
Background
Born on Starbase 11 to two Starfleet officers, Kramer was exposed to Starfleet life almost constantly throughout his youth. He spent most of his childhood on the Starbase with his father, a systems engineer, and saw very little of his mother. Kramer scored excellent marks in school, and, along with many of his friends, enlisted for the five-year extended course at Starfleet Academy.

At the Academy, Kramer performed well, while never adopting an affinity for the organized class structure. Earning merits in both tactical and operations, he entered command academy in his sophomore year, graduating fourth in his class with honors in strategic operations and diplomacy. His score on the Kobyashi Maru training simulation remains in the Academy record books, bested only by James T. Kirk.
Upon graduation, Kramer was assigned to Starbase 173 as a strategist, where he served until 2371 when he requested a transfer to the starship Malinche in order to fight the Maquis. Assigned as strategic operations officer, he received a commendation for successfully capturing and transporting Maquis ship to Deep Space 9 after his ship was disabled. With the outbreak of the Dominion War in 2373, Kramer was recruited by Starfleet Intelligence, where classified activities resulted in his promotion to Commander. After the end of the war, he requested to be returned to starship duty, a request which was granted in early 2377 when he was awarded command of the starship Argo.

While not outstanding, Kramer's career has had its share of high points. He has been commentated four times for resourcefulness, and been promoted twice in the field. Kramer is serious about his work, and has never missed a deadline, though he also bears an independent streak that threatens to get him in trouble if his gambles do not pay off.
Off duty, Kramer is easygoing and friendly, with a wry sense of humor. He is at once idealistic and cynical, which can occasionally make it difficult to tell when he is being serious. He rarely mixes his work with his social life.
Kramer is a competent player at both soccer and basketball, and scored third place as a senior in the Academy racquetball tournament, but he has always been the more studious sort. His thesis on the Romulan Empire was even incorporated in Doctor T'Vorak's paper of the following year.
