Ahh, The Turks. Reno, Rude, Elena, and Tseng. Cold blooded and merciless. The Turks are a Shin-Ra special forces used by the President for assassinations. After the death of President Shin-Ra, Rufus, the President's son, took control of Shin-Ra and used The Turks as body guards. The Turks run into Cloud many times, and each time usually resulted in battle. The Turks are definitely more bark than bite, and are a main part of Cloud's adventure.
