Rufus is the son of President Shinra. After the fall of President Shinra, Rufus takes over, with a new approach. Instead of ruling the world with money, Rufus plans to rule the world with fear. He encounters Cloud and the gang numerous times. With Dark Nation, his loyal guard dog, Cloud takes a one on one battle with him. Rufus flees when he realizes he can't win.
Rufus is on a mission to find Sephiroth as well, but not for the same reasons. Rufus wants Sephiroth to lead Shin-Ra to the Promised Land. Rufus believes Sephiroth is an Ancient, or at least has the same power as one.
