He has the ability to mature mentally, but not physically. He was created by Chip as a companion, and soon will play a very pivotal part in the future of Cyberforce.

Timmie was created by Chip to be his "little brother"/companion. In reality, he's three years old, but, since he's an android, he is very, very smart. He also has the emotions of a child. Think Data from Star Trek, except smaller and cuter. 
In an especially callous move on the part of Top Cow, they turned Timmie into a traitor who nearly got the team killed, and then they blew him up.
