He is a young highly-intelligent (mutant-enhanced) boy with incredible engineering/thinking skills. He has created and maintains the teams complex equipment and HQ beneath Gabby's Gas and Grub. He also built T.I.M.M.I.E.

Chip is a mutant, whose powers basically make him really, really smart. Basically, he is what McCoy/Banshee is to the X-Men: the guy who builds and programs those really funky computers to that the rest of the team can go and beat some bad guy to a pulp. 

Unlike the rest of Cyberforce, Chip isn't a cyborg. His father was a friend of Doc Corben's, who died during the formation of Cyberforce. Corben then, I guess, is Chip's defacto guardian. 

Chip has created a whole bunch of interactive "mechanicals," i.e. Timmie and CC, although most of them don't have any roles in the stories. Actually, with exception a) getting captured, b)breaking down computer systems to allow Cyberforce to sneak in somewhere, and c)making things
