           Improving Communications
The Basic Idea
At an individual level, the process of gifts identification outlined under Group Capacity Building is one of the best foundations that can be built for improving communications. It is very helpful to know where a person is coming from as one tries to understand what they are trying to say. When mass communications are considered as a possible way of improving communications at any level the issues relating to the dissemination of ideas dealt with elsewhere are worth considering.

Gabe's notes on this approach to community development focus on high speed interned and Instructional Interactive Television. He notes that the interned, as it gradually works its ways into rural Canada, offer these types of services to rural subscribers:
- Distance Learning
- Community Development services
- Telehealth and Telemedicine
- E-Local Government
He notes that rural coverage is about 10% behind urban, and that the hope is to have 85% Canadian coverage by 2004. He gives details on the Federal and Provincial government as well as the Hutterian program to deliver High School by interactive TV.
