The greedy man normally seeks benefit and goes after money using all means. However, the only one able to mislead and deceive him is the one able to purport that a project is profitable and lies to him about the amount of money he could get as returns. Because the greedy man is hungry, he may give all his money to get more. The liar is thus able to cheat the greedy man out of his riches. Hence the other proverb:
