Feb 10, 2002 School Committee meeting minutes(partial)

     VI.          New Business

 
C. Reports Regarding the Elementary School Roofs – Kevin Mulvey/Lynne Haft made a motion to accept the reports. Discussion included the roof repairs at Hamilton and Stony Lane Elementary schools. Bill Mudge still feels that it was unfortunate that the repairs were done while school was in session; feels administration should review future maintenance plans to avert such problems recurring. Vote: 5/0/2 – Don DeFedele, Bill Mudge abstained from voting.

D. Report Regarding the January 7, 2003 Bus Accident and Policy on Bus Accident Procedures – Kevin Mulvey/Pat Watkins made a motion to accept the report as the procedures in place on January 7, 2003. Vote: 5 in favor, Bill Mudge against, Don DeFedele abstained from voting. Discussion regarding the procedures progressed into a motion by Lynne Haft/Denise Coppa to refer them to the policy subcommittee for review. Vote: 6/0/1, Don DeFedele abstained from voting. This motion was amended by Barry Martasian/Denise Coppa to add the language “to develop a policy”. Vote: 6/0/1, Don DeFedele abstained from voting.






January 09, 2003 letter: Quinn to School Committee (2003-2004 Capital Improvement Priority List)

ß Request for School Committee to approve and submit $725K of Capital Projects to the Town Council for inclusion in the FY03/04 Capital Improvement Program (CIP).
ß Roof replacements estimated at $600K for DE, SL, and FP.
ß Also, the preparation of specifications and bid award is requested and approved by the School Committee.
ß Capital Investment funds [FY03] of $532,136 are available.
ß School Capital Reserve Fund Facts:

o Start FY00 Funding (July 1,1999) - $99,985; FY00 End of Year surplus (June 30, 2000) - $620,865
o Start FY01 Funding (July 1,2000) - $1,120,865; FY01 End of Year surplus (June 30, 2001) - $878,203

January 21, 2003 letter: Quinn to School Committee/Halley (Hamilton Elementary Roof Replacement Report)

ß April 2002, Hamilton Elementary Roof damaged by storm. Repairs were approximately $15K.
ß The intent was to replace this entire roof during the summer [2002].
ß Due to the ongoing High School, and Quidnessett Elementary projects the Hamilton Elementary roof was not replaced [summer of 2002] due to the unknown financial impact of these projects.

ß Once the end of the Quidnessett Elementary project was in sight we sought permission from the School Committee in early fall, to pursue the Hamilton Elementary Roof replacement immediately as there now was sufficient funds.
ß Permission was given, specifications issued and a bid opened on October 18, 2002, under the guidance of our retained engineering firm, Robinson Green Beretta Corporation.
ß With references checked, the School Committee approved the roof replacement on October 23, 2002, upon the recommendation of both RGB and Central Administration (see attached).
ß In summation, it was imperative that this roof be replaced as soon as possible. Had this roof failed the cost of secondary damage would make the cost of the project appear quite inexpensive as well as the fact that the school would be closed for some period of time.
ß Although some "personal inconvenience" was incurred there was no school lost, no extra cost, and no safety issues?
ß The Material Safety Data Sheet was provided.
ß Although there was a "tar odor" it was a transient odor and caused no hazard to health.


January 22, 2003 Memo Cahoone to Halley/Quinn (Roof Replacements)
ß Roof failure at Stony Lane cost $41,000 [Plus] for temporary fix.
ß Roof has been in danger of failing for years.
ß Replacement gets priority over Forrest Park and Davisville Elementary schools.
ß Moving Capital Improvement monies to the High School for the past few years has delayed the scheduled roof replacement program.
ß Supervisor of Plants and Grounds recommends replacement of roof on Stony Lane, Forrest Park and Davisville Elementary school during the summer break of 2003.
ß Estimate cost approximately - $702K.

Sep 10, 2003 School Committee meeting minutes of Sep 10, 2003, Para VII B (partial).

School Roofs – Bill Mudge questioned what the School Committee vote was in regard to the authorization to repair the school roofs. He stated that in a June 25 phone vote there was a contract to repair the roofs for $767,000. He feels the specifications in the contract were changed after the vote was taken and would like a technical breakdown of the contract.
Don DeFedele stated that there were enough votes to approve the contract and ask the School Committee members if they wished to revisit this subject and rescind their vote. Members declined to put the roofs up for discussion so the vote stands.
Mr. Mudge requested that the administration submit a report on the history of the school roofs.
Don DeFedele asked the School Committee if they would like to request a report. Members declined.
Denise Coppa asked if the work is currently being done.
Joe Quinn responded that there has been some delay, but work will begin next week and is expected to be complete within approximately six weeks. He will keep the committee informed of the progress. Mr. Quinn also reported that the change made to the roof contract was an addendum only and that the specs were not 100% changed. All specifications have been approved by the Town.

A decision was made this afternoon to close DES until further notice in order to allow crews to finish roof construction and clean-up building. All appropriate measures are being taken to inform all staff and parents.  We anticipate a few days.

Unfortunately, I need to inform you of an inappropriate action on the part of one of your members.  Mr. Mudge has just called me saying that he intends to visit Hamilton Elementary School because he has been called about an odor in the school as a result of paving that has been taking place for the past two days.  I informed him that I was aware of the situation, that we had contacted the company and that the odor was not harmful.  Mr. Mudge requested that I accompany him.  I told him that a visit to the school for this purpose was inappropriate and that the principal of the school was aware of the situation and was handling it.  Mr. Mudge is interfering in the proper administration of the school district and is overstepping his authority as a member of the school committee.

I consider, the right of inquire and the observation of school operations within my purview not only as a taxpayer, but also as a school committee member. Furthermore, I an duty bound and obligated to become as fully informed as possible regarding the issues and concerns of the parents of North Kingstown as well as the orderly and compliant operations of our school system.
 
When I first entered the building I indeed experienced a mild and unusual odor I believe eminated from heat liquid tar. I enter the office and introduced my self to Dr. Pearson and requested a walk through of the building.  He responded graciously by personally escorting me thought out the facility. I observed that the areas immediately below the roof, where the liquid tar was being applied, were permeated with a stronger odor of tar and that they had been vacated.  The effected classes were being conducted in other areas of the building where the odors were much less noticeable. I did leave the building with the impression that while there may be some discomfort from the odors (I hate the smell of broccoli), but that it was with in the limits of being tolerable.
 
However, I must say that approximately 30 minutes after I departed the building, I my self felt a little nausea and developed a headache. Accordingly, I strongly recommend the health department or OSHA be contacted immediately and advised of the situation and be requested to assess the seriousness of the children’s exposure to the fumes within their the building environment.
 
Also, I am offended that you have taken a position that I have overstep my authority as a member of the school committee because I seek first hand knowledge of a potential health and safety problem to the children of Hamilton Elementary school.
 
 
Accordingly, I would like you to site me in writing any law that I have violated by visiting Hamilton Elementary School this morning.

I received a message from Ray Garvey of RGB Corp., the architect involved in the re-roofing of Hamilton El with the following information regarding the odors of the roofing materials:
 
ß To best of his knowledge there is no dangerous material/chemical in the tar being used
ß Sulfur is the cause of the foul smell
ß He has called Wayne  Roofing to have a MSDS (material safety data sheet) faxed to him and he
ß Will fax to it us to distribute as needed for those concerned about a health hazard
 
 
Major Problem: MSDS sheets were not on site and the were sent to the school department until after my phone call.
Should RGB be held responsible for providing inaccurate information?
