Question 51 of 53 19.0/ 25.0 Points Write your answer, using 250 to 350 words per question, in the space provided. 1. The French are xenophobic (afraid of foreigners). Do you agree or disagree? Give examples from class readings and discussions to support your response. It can be clear cut that perhaps France is very centralized, but an argument can be made that the French, although with these central ties, are not fearful of the affects foreigners can instill, but rather they are hesitant. It should be evident in numerous cases that it is not fear of the foreigners that create these impediments for the French, but rather fear of losing centralization. The multicultural suburbs such as Bondy pose a threat, not because they are foreigners, but because they strive for something the French are against -- cultural diversity. It should deflate any concerns of France being xenophobic by two distinct cases, the first being their muslim population. France has over eight million muslims residing in France, more than any other european nation! If the french were truly fearful of these foreigners it would be clear that they would attempt to limit the appeal of entering their homeland, rather France has done the opposite. In 2007, the french opened up a Museum of Immigration. Why would a country fearful of immigrants open and construct a museum for the same people their fearful of? If France is guilty of anything it is perhaps that they are not very socially accepting of these foreigners. They make it very difficult to transition socially, but it is not because they fear them; they fear losing their French culture. Comment: This is decent. To make it better, move quicker into your answer. Then support it more directly. You only refer to two readings. Question 52 of 53 20.0/ 25.0 Points Write your answer, using 250 to 350 words per question, in the space provided. 2. Many scholars claim that France is a highly centralized country. Others claim the opposite. Giving examples from our readings, explain whether you think France is highly centralized or not. Although this is an increasingly difficult question to answer, I believe that France is truly very centralized. In particular for a few reasons. An incredible number that stuck out to me in our readings was that the President of France, Sarkozy as of this writing, has the power equivalent to five hundred and fifty seven members of the national assembly! Although the French government has been through over ten governing doctrines the one existing today favors the power of the President, which ultimately leads to centralization. Currently, the French are in what is known as the "Fifth Republic" -- a constitution written by the late de Gaulle. In writing his constitution he intentionally put the power inherent in the president. For instance, unlike in the United States, if someone feels that they have been unreasonable charged against the constitution they could bring it to the Supreme Court, unfortunately that is not the case within France. The only time that a law can be considered unconstitutional is before it is voted in, and once it is, there is nothing more the citizens can do. Former French preisdent Mitterand summed it up best; “The president of the Republic can do everything; the president of the Republic does everything; the president of the Republic substitutes for the government, the government for the Parliament, therefore, the president of the Republic substitutes for the Parliament; the president of the Republic takes care of everything...” As evidence by the above quote, the President, or central power, holds a lot of authority in France, thus this is why I believe France is a highly centralized country. Based on what we have discussed so far in class, what do you think is the most important trait of contemporary France? Support your answer with references to class readings and discussions. Throughout the semester, we have read numerous articles pertaining to contemporary France. It is with my best judgement and opinion that the most important trait of contemporary France is the French culture and nationalism. All of our modules since this class inception have had the same recurring themes. They have all pertained to the preservation of the French culture and ideologies. In the first module we focused on the affects of the emerging diversity in the Diwan schools -- which the French ultimately rejected in joining the national school system. They felt pressure of diversity working against the French culture. In our second module we focused on the true centralization of France, and what affects that has over the society, economy, and states alike. With the central powers contained by one ruling force; in this case, the national government, you can limit the opportunities of diversity to spring out in the state governments. This feel of centralization is used as a medium to keep the French ideologies and cultures in check. Just recently, our last module focused on the forces providing endangerment to French centralization which would potentially lead to a divergence and multicultural France. Even though they have allowed for Muslims to enter into their nation, and they are even building an Immigration Museum, it still seems evident that they are allowing them to be IN France but not be APART of France. What I mean by this is true in the Bondy Jounral. A multicultural neighborhood which has been neglected for over 30 years - and for these exact reasons. They are afraid what the multiculturalism might do to the homogenous cultures and ideologies of contemporary france -- which in my opinion is it's most important trait.
