Parish Youth Ministry Guidelines serves as the guide of the Parish Youth Ministry in the implementation of the programs and activities. It contains all the rules and policy to be followed in all aspect of the program.

PARISH YOUTH MINISTRY GUIDELINES

Preamble:

We, the youth of the Diocese of Tagbilaran, imploring the guidance of the Holy Spirit, aiming to strengthen the Basic Ecclesial Community through the Parish Youth Ministry, that unite all parishioners of our Diocese, that shall embody all our principles, vision, missions and goals, enhance human advancement, promote social involvement among young people, united in love, peace and faith in God as disciples of Christ, for a just, humane and Christian society, do hereby ordain and adopt this constitution.

Article 1Declaration of Principles

Section We belive that the youth is the most precious portion of humanity that compose of the greater percentage of persons in the society.

Section 2 We believe that the Youth Ministry is a ministry of relationship which fosters friendship among the young and with the young, where what one is not what one does is important and where success is proportional to quality, depth and intensity of relationship.

Section 3 We believe that it is a ministry of presence wherein physical presence, quality of presence not quantity, intensity and warmth not frequency and duration.

Section 4 We believe that the Youth Ministry is a ministry of mutuality and partnership, wherein the youth are accepted as co-workers and collaborators. It is also a ministry that belongs to the whole community, which ensures cooperation, coordination, and above all continuity and progress.

Section 5 We believe that the Youth Ministry is a self-generative ministry where it helps to give birth, formation and growth of other ministries through the leadership of each members.

Section 6 We believe that the Youth Ministry is a wholistic ministry that aims the total person and focuses the spiritual, political, cultural, economic, and physical aspects of the individual.

Article II Name, Nature and Domicle

Section 1 a.) The ministry is known as the Parish Youth Ministry with the acronym PYM.

b.) The parishes shall use the name Parish Youth Ministry with the name of the Patron Saint and the name of the locality.

c.) The chapels shall use the name Parish Youth Ministry with the name of the Patron Saint and the name of the locality.

Section 2 a.) All the parishes and chaplaincies of the Diocese of Tagbilaran shall comprise the Parish Youth Ministry.

b.) At Parish level, Parish Youth Ministry shall cover all the chapels.

Section 3 a.) The ministry is under the direction and coordination of the Diocesan Commission on Youth of the Diocese of Tagbilaran .

b.) The Diocesan Office is in coordination with the Catholic Bishop’s Conference of the Philippines – Episcopal Commission on Youth (CBCP – ECY) and the National Secretariate for Youth Apostolate (NSYA) office.

c.) The Parish Youth Ministry Office in the chapels, if any, shall be located at any place officially designated by its members with the permission of the chapel head.

Section 4 a.) the Diocesan Office shall be at the Diocesan Commission on Youth Office, Ground Floor, Bishop’s Residence, Tagbilaran City.

b.) The Parish Youth Ministry office in the parishes shall be located at the Parish Rectory or at any place officially disignated by its members with the permission of the parish priest.

c.) The Parish Youth Ministry Office in the chapels, if any, shall be located at the place officially designated by its members with the permission of the chapel head.

Article III Vision, Mission and Goal

Section 1Vission

Renewed youth within the Basic Ecclesial Community of the Diocese of Tagbilaran living in unity and love, with strong faith and trust in God as disciples of Christ who are joyful an alive journeying towards the kingdom of God.

Section 2 Mission

In order to fulfill our vision, through the intercession of the Blessed Virgin Mary; we heartily commit ourselves to do our mission:

a.) to make Christ as the foundation of our lives and to continually receive Him in the Holy Eucharist.

b.) to proclaim the Gospel through words and deeds.

c.) to form and develop our whole being as youth in the spiritual, social, economical, political and cultural lives.

d.) to participate and share with those who need our time, talent and treasure both in church activities and of society, living in priestly, kingly and prophetic lives.

e.) to respect and take care of our mother earth/creation especially the dignity of the person.

f.) to cultivate and nourish worthwhile Philippine culture.

Section 3 Goals

To give life and bring into reality the Basic Ecclesial Community and to strengthen it through adequate implementation of a comprehensive program that leads us to achieve a wholistic renewal as young evangelizers.

Article IV Membership

Section 1

a.) Members are those young Catholics people who are at least twelve (12) but not more than thirty five (35) years of age, single.

b.) Must have resided in the parish for at least six (6) months.

Section 2 No membership fee shall be collected.

Article V Rights of Members

Section 1

All members have the right:

a. to participate freely and fully in all Parish Youth Ministry activities.

b. to vote and to be voted upon within the prescribe election rules as stated in Article IX.

c. to be fully informed of all the affairs and the reson thereof.

d. to have full access to financial records and other records of the ministry.

e. to object and to question for clarification.

f. to take part in the decisions and plan of action of the ministry.

g. to initiate programs not stated in the plan of action upon approval of the body.

h. to undergo formation and trainings as provided in Art. VII.

Article VI Duties and Responsibilities of Members

Section 1

All the members have the duty: a.) to support and uphold this guidelines.

b.) to participate and cooperate in all Parish Youth Ministry activities.

c.) to obey rules and regulations specified accordingly and respectively.

d.) to attend regular, special and urgent meetings.

e.) to respect the rights of each member.

Section 2 All members have the responsibility:

a.) to pay dues agreed upon by the body.

b.) to set good examples to the youth in the parish.

c.) to perform other functions and tasks delegated to them by the Parish Youth Ministry.

Article VII Formations and Trainings

Section 1

Formation Programs shall be made available to members like:

a.) Basic Orientation Seminar on Youth Ministry on Youth Ministry (BOS – YM)

b.) Leader ship Seminar.

c.) Values Orientation Seminar.

d.) Leader’s Integrated Pastoral Skills Training (LIPS – T) e.) Biblico – Theological Reflection (BTR) f.) Communication Skills Training g.) Youth Encounter (YE) h.) Basic Catechism.

Section 2 The ministry shall be open for more trainings and formation programs for the total development of its members.

Section 3 Members are encourage to participate and take part in religious, social, political, educational, cultural and recreational activities.

Article VIII Officers, Term of Office, Qualifications and Disqualifications

Section 1

a.) Those members who are at least twelve (12) and not more than thirty – five (35) years old on the day of the election, able to read and write, of good moral character, and willing to serve the ministry for the term covered are qualified for the election.

b.) Only those members who are present during the election are qualified to be nominated.

Section 2 a.) Vicarial Youth Officers shall be composed of the Parish Youth Coordinators (PYC) and Assistant Parish Youth Coordinators except for the secretary.

b.) The Secretary shall be recommended by the Vicarial Youth Coordinator and shall come from the parish where the Vicarial Youth Coordinator (VYC) comes from upon the approval of the body.

c.) Vicarial Youth Officers are the following: Vicarial Youth Coordinator (VYC), Assistant Vicarial Youth Coordinator, Secretary, Treasurer and Auditor, PRO’s.

Section 3 Parish Officers are the Parish Youth Coordinator (PYC), Assistant Parish Youth Coordinator, Parish Youth Leader (PYL), Assistant Parish Youth Leader, Secretary, Treasurer, Auditor, Press Relation Officer’s (PRO’s) and Chapel Youth Leaders.

Section 4 a.) All chapels have their elected Parish Youth Ministry Officers namely: Chapel Youth Leader, Assistant Chapel Youth Leader, Secretary, Treasurer, Auditor, Press Relation Officers (PRO’s) and Cluster Youth Leaders.

b.) Chapel Parish Youth Ministry Officers should compose all Cluster Youth Leaders.

Section 5 The Parish Youth Ministry Officers in the Parish Shall be composed of all chapel Parish Youth Ministry Leaders.

Section 6 The Parish Youth Ministry Officers in the Parish shall hold office for a period of two (2) years, they shall serve for not more than two (2) consecutive terms unless sooner removed from the office for cause provided by its guidelines and policies.

Section 7 The Parish Youth Ministry Officers shall be removed from office, when during his/her term, is permanently incapacitated, died got married or resigned from office.

Section 8 An officers who during his/her term has passed at the age of thirty-five (35) shall be allowed to serve for the remaining portion of the term of which he/she was elected.

Section 9 Officers Should undergo a Basic Orientation Seminar on Youth Ministry (BOS – YM), they should also undergo a Basic Seminar on Leadership as well as seminars related to work/duties of an Officers.

Article IX Election and Candidacy

Section 1

Election of officers for all levels of the ministry shall be held once in every two (2) years.

Sectio 2 Vacancies to any elective position for all levels of the ministry shall be filled in by a special election and the elected officers shall serve the remaining portion of the term.>

a.) If an officer at any level of the ministry is not functioning for three (3) consecutive months (un – excused), his/her office is considered vacant thus, there is a need for special election. b.) An office shall be deemed vacant as provided as provided in Article VIII Section 7.

Section 3 In cases when special election cannot be conducted, the incumbent officers shall determine in filling up of the vacant position upon consultation with the Diocesan Youth Coordinator, Program Coordinator, Chaplain or Adult Animators.

Section 4 The Officers of the Parish Youth Ministry at all levels shall be elected through secret balloting.

Section 5 No election shall be made unless there is a quorum

Section 6 Parish representative in the Diocesan Conference shall automatically be the candidate for the elective office of the Parish Youth Ministry Diocesan Council.

Article X Power and Duties of the Parish Youth Ministry Officers

Section 1

The Parish Youth Coordinator shall have the following duties:

a.) to coordinate to the Parish Youth Ministry programs.

b.) to represent the Parish together with the Parish Youth Leader in all parish, inter-parish, vicarial or diocesan activities, formations and the like when the parish youth is invited to participate.

Section 2 The Assistant Parish Youth Coordinator shall have the following duties:

a.) to assist the Parish Youth Coordinator in discharging all the duties of his/her office.

b.) to perform duties in the absence or in ability of the Parish Youth Coordinator (PYC).

c.) to perform other duties as may be assigned to him by the authorities.

Section 3 The Parish Youth Leader shall have the following duties:

a.) to call and preside over meetings of all Chapel Youth Leaders.

b.) to lead on the creation of committees in all parish youth activities.

c.) to coordinate all Chapel Youth Leaders for the Parish Youth programs and activities.

d.) to perform such other functions and duties provided for in this constitution/guidelines.

Section 4 The Assistant Parish Youth Leader shall have the following duties:

a.) to assist the Parish Youth Leader in performing his/her duties.

b.) to perform such other functions assigned to him/her by the Parish Youth Leader.

Section 5 The Secretary shall have the following duties:

a.) to keep full and correct minutes for all Parish Youth Ministry proceedings.

b.) to preserve and file all official Parish Youth Ministry records and communication sent and received.

c.) to conduct all official Parish Youth Ministry correspondence.

d.) to prepare all required written reports for submission to the vicarial youth office.

Section 6 The treasurer shall have the following duties:

a.) keep and take charge of all properties of the Parish Youth Ministry.

b.) to collect and keep all dues, if any, funds raised by the Parish Youth Ministry.

c.) to keep all the financial records and transactions of the Parish Youth Ministry.

d.) to furnish a financial report duly certified by the Auditor every after activity.

Section 7 It shall be the duty of the Auditor

a.) to audit funds and check the financial records of the Parish youth ministry and submit corresponding reports thereof.

b.) to certify the correctness of the reports submitted by the treasurer.

Section 8 It shall be the duty of the Press Relation Officers (PRO’s)

a.) to be responsible on maters affecting the Parish Youth Ministry’s relationship with other community organizations.

b.) to serve as a reporter in any publication to the community concerning its activities, news and affairs.

c.) to legwork all communications concerning all Parish Youth Ministry activities.

Section 9 the Chapel Youth Leader shall have the following duties:

a.) to call and preside over meeting for all Chapel Youth Members/Cluster Leaders. b.) To lead in the recreation of communities in all chapel youth activities.

c.) To coordinate all chapel youth officers and members for all the chapel youth programs and activities.

Article XI Parish Youth Ministry Formation Team

Section 1

The Parish Youth Ministry Formation Team shall be composed of the Education and Formation Team, Parish Youth Coordinator, Parish Youth Officers and Youth Members who are willing to facilitate the education and formation of its members.

Section 2 Parish Youth Ministry Formation Team shall be responsible in conducting and facilitating seminars, orientation and other youth formations.

Section 3 The Diocesan based Formation Team shall be composed of the Diocesan Youth Coordinator, Parish Youth Ministry Coordinator and parish youth volunteers endorsed by the Parish Youth Coordinator.

Article XII Parish Youth Pastoral Council

Section 1

The Parish Youth Pastoral Council shall be the coordinating body of the Parish Youth Ministry program.

Section 2 Characteristics

a.) a sense of belongingness to the community.

b.) a deep feeling of fellowship.

c.) a sincere desire of service.

d.) spirit of sacrifice.

e.) commitment of Christ and His people.

f.) willingness to help transform the negative present situation.

Section 3 Duties and Functions

The Parish Youth Pastoral Council shall have the following duties and functions:

a.) to formulate and facilitate pastoral projects or plans for the entire parish as approved upon consultation by the Parish Priest and Parish Pastoral Council.

b.) to bear witness to the Gospel of Christ through a life of commitment.

c.) to build a true community of disciples, a community that evangelizes other as it evangelize itself.

d.) to provide community experience to all sectors of the parish most especially to the young.

e.) to develop and make available the talents of the members to lead young members of the community.

f.) to lead the youth of the parish to Christ by being role models.

g.) to provide a venue for the youth empowerment in the context with the six (6) field programs and in line with the social teachings of the church.

Section 4 Composition

a. The Parish Youth Pastoral Council shall be composed of all Parish Youth Ministry Officers as provided for in section 3 Article VIII.

b. The Parish Youth Coordinator shall automatically be the Chairperson of the council.

c. The Parish Priest or his associate, adult animators and moderators shall be ex – officio members of the council.

Article XIII Parish Youth Diocesan Conference

Section 1

Definition

The Parish Youth Ministry Diocesan Conference shall be the highest policy making body of the ministry.

Section 2 Duties and Fuction

The Parish Youth Ministry Diocesan Conference shall have the following duties and functions.

a.) formulate the general policies, programs of actions and trust of the ministry and evaluate the same.

b.) to amend the constitution.

Section 3 Composition

a.) The Parish Youth Ministry Diocesan Conference shall be composed of the Vicarial Youth Coordinators, Parish Youth Coordinators and their representative and the staff of Diocesan Commission on Youth as ex – officio members.

b.) In cases where the Parish Youth Coordinator is elected as the Vicarial Youth Coordinator, the Parish Youth Coordinator shall send his/her representative to the conference.

Section 4 The Parish Youth Ministry Diocesan Conference shall meet once a year. It may hold meetings as deemed necessary.

Section 5 Each Vicarial Youth Coordinator and the Parish Youth Coordinator or their representative is entitled to only one vote power. The ex-officio members have no voting power.

Article XIV Parish Youth Diocesan Council

Section 1

Definition

The Parish Youth Ministry Diocesan Council shall be the highest policy – making body in between sessions of the conference.

Section 2 Composition

The Parish Youth Ministry Diocesan Council shall be composed of the seven(7) elected Parish Youth Coordinator and ex – officio members namely; the seven (7) Vicarial Youth Coordinator, the Diocesan Director, the Diocesan Youth Coordinator and the Diocesan Finance Coordinator.

Section 3 The Parish Youth Ministry Diocesan Council Officers and Chairperson, Vice Chairperson, Secretary, Treasurer, Auditor and two (2) Press Relation Officers.

Section 4 The term of office of the Parish Youth Ministry Diocesan Council Councils shall be as provided in Section 6, Article VIII.

Section 5 The members of the Parish Youth Ministry Diocesan Council shall commence from the adjournment of the Diocesan Conference and shall continue until such time when a new Parish Youth Ministry Diocesan Council has been elected.

Section 6 Duties and Functions

The Parish Youth Ministry Diocesan Council shall have the following duties and functions.

a.) to monitor the implementation of the programs and policies set by the Diocesan Conference.

b.) to interpret the policies and other decisions set by the Diocesan Conference.

c.) to prepare the agenda of the conference.

d.) to set the date for the next meeting.

Section 6 Meetings

The Parish Youth Ministry Diocesan Council shall meet once a month on a fixed regular meetings shall be called as deemed as necessary.

Article XV Parish Youth Animators

Section 1

The Parish Youth Ministry Animators are those lay adults who are chosen by the youth upon the consultation with their parish priest to animate and help in the Parish Youth Ministry program.

Section 2 They must have at least an experience in facilitating youth groups and willing to accompany the journey of the young.

Section 3 Duties and Responsibilities

The duties and responsibilities of the Parish Youth Animators are as follows:

a.) to set good examples to the members of the ministry.

b.) to help the officers and members of the ministry in any way he/she could offer.

c.) to give guidance to the member of the ministry.

d.) to responsively create the atmosphere of unity in the ministry towards the same goal.

e.) to provide inner strength and facilitate the growth of the ministry.

f.) to facilitate the participation of the youth engaged in the ministry with proper motivation and maintain its proper orientation.

g.) to contribute to life of the ministry by creating balance among the different aspects of the ministry.

h.) to encourage the personal initiative of the members for the glory of God.

Section 4 The Parish Youth Ministry Animators shall undergo formation trainings and seminars in facilitating youth organization and uplift their knowledge and understanding the ministry.

Article XVI Meetings

Section 1

General Assembly meeting shall be called once a year.

Section 2 Meetings of all active Parish Youth Ministry Ministers shall be scheduled at least once a month.

Section 3 All Parish Youth Officers may set a regular meetings among themselves.

Section 4 Chapel officers will also have regular schedule of meeting.

Section 5 Special meeting may be called for the various levels provided all concerned are given notice.

Section 6 Vicarial Parish Youth Ministry Officers shall have regular meeting once a month.

Article XVII Coordination and Collaboration

Section 1

There must be a coordination between the Youth Ministry and Parish Pastoral Council and coordination with church – based youth groups/ organizations in the parish is highly encourage

Section 2 Inter – parish and inter – vicariate coordination of the ministry is highly encourage.

Section 3 The parish Youth Ministry as Lay Ministry shall work closely with other lay ministries/programs in the church at all levels.

Section 4 The Parish Youth Ministry is open for collaboration among governmental and non – governmental youth groups/organization in the parish.

Article XVIII Funds

Section 1

Parish Youth Ministry Funds are obtained from the following ways and means.

a.) Income generating projects upon consultation of the Parish Pastoral Council, Parish Priest and Animators of the Ministry.

b.) Donation from donors and benefactors.

c.) Dues as agreed upon by its members.

d.) Second collection during the mass as approved by the Parish Priest and the parish Pastoral Council.

e.) Solicitations with due permission from the Parish Pastoral Council and Parish Priest.

f.) Other not specified, endorsed by the Parish Priest and Parish Pastoral Council.

g.) Mass collection during the National Youth Day celebration.

Article XIX Quorum

Section 1

In the chapel level one half ( ½ ) plus one (1) of the total number of active registered members shall constitute a quorum.

Section 2 in the parish level, one half ( ½ ) plus one (1) of the total number of chapels shall constitute a quorum.

Section 3 in the Vicarial and Diocesan level, one half ( ½ ) plus one (1) of the total number of parishes shall constitute the quorum.

Section 4 In the Diocesan Council, one half ( ½ ) plus one (1) of the total members shall constitute the quorum

Section 5 In general assembly meeting, quorum is not required.

Section 6 If the assembly is not in quorum the pursuance of it depends upon the approval of the body present.

Article XX Amendments

Section 1

All amendments shall made only during the Parish Youth Ministry Conference.

Section 2 a.) Proposed amendments shall be sent to the Parish Youth Ministry Diocesan Council two (2) months before the Parish Youth Ministry Conference.

b.) Any amendments to or revision of this constitution shall be considered only after the copies of the proposed amendments have been received by all Parishes.

c.) However, amendments to or revision of this constitution maybe proposed during the Parish Youth Ministry Diocesan Conference upon a vote of two – third’s ( 2/3 ) of the members present.

Section 3 a two – thirds ( 2/3 ) majority of the whole voting population of the Parish Youth Ministry Diocesan Conference is require to considered amendments.

Section 4 Amendments to or revision of this constitution shall take effect after furnishing copies of the same within a period of fifteen (15) days after its enactment or approval.

Article XXI Transitory Provision

Section 1

Existing by laws ( written or unwritten ), formations, trainings and other programs which are consistent with the constitution shall remain operative until amended, repealed or revoked.

Section 2 An existing coordination and collaboration which have not been ratified shall not be renewed or extended without the approval of at leat two – thirds (2/3) of all the members of the Parish Youth Ministry Diocesan Council.

Section 3 The present Parish Youth Ministry Diocesan Council shall give priority to the establishment of the youth ministry in the parishes.
