Commander Jeremal had one vote, just as all other citizens receive, though politically he and the Council of Elders' approval of a candidate go a long way towards getting that candidate elected. The people trust the Roug and very often choose one of the Roug-sponsored candidates. When Edraval was elected, he and one other were being endorsed by the Council of Elders and Commander Jeremal.

The Csar is elected by the people, but is then the absolute monarch, though there is a council of city and provincial officials who advise him of the current situations in each area. The Council of Elders is also among his council and are the only ones allowed to remove him from office if they find him corrupt. The Csar rules until death or retirement.
