UEN ROUG RANK DESCRIPTIONS

Student:  Youngster usually aged 12-20 studying at the Uen Roug Academy; usually 400-600 at a time.  The typical student studies for five years.  Roughly 25% of every entering class will graduate, and of those about 20-22% will Bond.

Trainee: An Academy student lucky enough to Bond or be gifted with Wyn powers.  This is the classification of a young Roug who has graduated the Academy, but has not yet completed his or her training mission and therefore still without a true rank.

Soldier: Classified as either Private or Private First Class (an honorary title denoting a soldier who has shown exceptional courage, leadership, or ingenuity), soldiers make up the largest part of the Uen Roug force.  About 4000-5000 in Uen at one time, they are either posted to various duties at central locations (usually the larger cities) or are posted to circuit duty.

Lieutenant: Most plentiful officer, soldiers usually outnumber them about 25 to 1.  They are expected to organize the soldiers per the Captain's orders, or may be given small independant leadership duties.

Captain:  Each Roug station is organized by a single Captain who's duty it is to organize the duties of the lesser soldiers and to distribute equal justice to all parts of his or her jurisdiction.  There are roughly ten districts per sector, but the actual number vaires by population. Also carries out the orders of the General.

General:  Only five generals may serve in Uen at a time, one for each sector: Central Sector, Southwest Sector, Southeast Sector, Northwest Sector, Northeast Sector.  The Generals organize the Captains' duties of their sector, but usually work very closely with the Commander, coordinating the Uen-wide administrations passed down by the Commander and the Csar.  In war, the Generals usually command the Roug armies personally, and must be learned in battle tactics and strategy.

Commander: The Uen Roug Commander is responsible for all the Roug activities but rarely works in the field, instead handling policy, security matters, expansion, diplomacy and the like through his or her underlings from the Academy.  He or she works very closely with the Elders and communicates frequently with the Csar.

Elders: A council of four of some of the oldest unicorns and their Bondeds who serve as the leaders of the Academy herd and as keepers of the Light.  They are responsible for ceremonies like the Y'cha and work closely with the Commander in coordinating Roug activities.  It is their job to preserve the Roug as a pure organization, untainted by Dark Magics, and they communicate closely with Light.  The Keeper of the Light is the chieftan of the Elders (see the magic page for more information).

Teacher: Retired Roug, usually officers, who choose to serve out their days instructing youngsters at the Academy.  Report to the Headmaster.

Headmaster: Retired Roug, usually a Captain or General, who is chosen by the Commander to head all Academy activities.  Coordinates the teachers' activities and reports to the Commander and the Elders.
 

PROMOTIONS

-Trainees are promoted to Private or Private First Class by the Captain upon return to the Academy after their training mission.

-The may be promoted to lieutenants by the Commander, Generals, or Captains, but must promotions all be approved by the Commander.  Rarely, an exceptional trainee will be promoted immediately to lieutenant.  Stand-out soldiers are usually promoted to lieutenant fairly quickly, usually within one to three years of
graduation.

-Captains are promoted from available lieutenants by the Commander, usually with the recommendation of their Generals.

-Generals are chosen from available Captains by the Commander with the Elders approval.

-The Commander is chosen by the Elders from one of the five available generals.

-When a current Elder dies, a new Elder is chosen by the remaining Council. Usually new Elders are chosen on basis of age and Roug experience.

-The Headmaster is chosen by the Commander and may be a teacher already serving at the Academy or any retired officer who wants the position.

-Teachers apply for Academy positions after the retire from Roug duty and are accepted at the Headmaster's discretion.
