Objectives:
* Follow El Hongo stealthily - El Hongo is about to leave the meeting. Follow him and see what you can find out. If El Hongo sees you then your hunt will be ended, so stay out of sight.
* Los Matadores safe house - El Hongo is about to enter the Matador safe house. Get to the roof of the building and check out what’s happening inside.
* El Hongo’s Guns Trade - Scour the area for El Hongo’s weapon dealers and bring an end to his guns trade.
This level is about stealth, and it is difficult. You should remain cloaked as much as you can. There are two ways to do this level, and one is easier, so that’s the one you will be walked through. You are on a timer to follow El Hongo, so be quick. Unequip your Wristblades so you are unarmed, and jump down from the billboard you start this level on. Walk through the parking garage and go east down the street. You will find a policeman with a red symbol above his head. Grab him and jump up to the nearest rooftop on the right. Continue jumping up and you will see the checkpoint on a nearby roof. Enter the checkpoint and watch the cutscene. Inside the building to the right of this checkpoint there is a Bio-scanner. Take the policeman to the scanner to deactivate all the cameras in this level, making your progress much easier.
There may be a few Matadores in here that you should kill. Head back to where the last checkpoint was and walk along the walkway. El Hongo is somewhere to the right of here. If you can see him, wait until he starts walking down the stairs. Then jump down to the street and to the next checkpoint. You’ll see a small cutscene. Run to the northwest and jump up to the building to avoid being seen by El Hongo, who has his back to you. Jump onto the raised railway from here, go across it, and jump to the roof on the left at its end. Drop down to the right and kill the people here. Then jump to the next railway across from you, and then to the next checkpoint. There is also an energy box here if you need it.
Watch the cutscene then jump back onto the raised path and walk to the next checkpoint. You get another cutscene. If you look down at the street, you’ll see El Hongo. Wait for him to move around the corner, then jump onto the raised area above him. Walk across this and jump to the next ledge, where the checkpoint is. After the cutscene, continue to walk along this ledge until it ends. Then jump up to another ledge, and jump to the roof of the nearby building to reach the last checkpoint.
After the cutscene, you’ll hear that the curfew has been lifted, although that really doesn’t matter to you since you already shut off the cameras. Before you complete your next mission, head back to the parking garage where you started this level. It’s directly to the north of where you are now. Look for an energy box if you need energy, because you still need to be stealthy. If you are spotted by too many people, the level will end. Keep to rooftops and remain cloaked. Now you’re going to get two more upgrades.
Inside the parking garage, go up two floors. The only vehicle on this level is a large black truck. Destroy it with a melee weapon if you’re not afraid of taking some damage, otherwise use your Plasmacaster. Head back to the bottom level and go west. The second vehicle you need to destroy is right outside, parked between two Matadores cars. Destroy it then keep going west. Here, jump up the platforms in the destroyed building, and in the northwest corner of this area at the top you’ll find a Plasmacaster upgrade. Then drop back down and head east through the parking garage. The last truck is parked near the Neonopolis Bank. From the east exit of the parking garage, go right down the street. You’ll see a hot dog vendor in the distance. This is El Hongo’s weapons deal. Kill the vendor from a distance with your Speargun, then keep going. Keep going directly south until the road turns left. There is another vendor down this corner so kill him. The truck you need to destroy is nearby. Destroy it to unlock an alternate costume.
Continue around and kill all the vendors marked on your radar. It is best to shoot at them from rooftops to avoid being seen, but you can do it from the streets also. Once they are all dead, the level will end with a cutscene.
