1. Start out in your new movie. Make your logo in Flash or any other program. Now, right click on it and choose Convert to Symbol.

2. Make sure the behavior is movie clip. You can name it if you want but it doesn't matter. Now, right click on your logo again and go to Edit in Place.

3. Next, insert a key frame on frame numbers 10 and 20. Now, create a motion tween between 1 and 10 and then create a motion tween between 10 and 20. Now, go to frame 10. Right click on your logo and go to Scale. Drag the right point to the left to make a mirror image of your logo.

4. Next, set up your Properties for frames 1 and 10 just like in the image below.

5. Now, go to frame 20. Right click on frame 20 and go to actions. Now, copy and paste this code...

gotoAndPlay(1);

6. Now, publish it and view it.
