Hotbars are an add-on for Internet Explorer 4.0 and 5.0 which allow you to use .bmp files as skins on your browser window. You'll find details about the program, how to install it, and what exactly it does at hotbar.com. You must have Hotbar installed to use these skins.
If you have Hotbar, all you need to do to use these skins is click the image you desire, and it'll be added to your browser window and your hotbar collection.
