Elokaians are inferity males, mostly by surgery and occasionally by natural reasons (there is no real equivelent in females, due to the decline in the female population). Most are orphans, which undergo sugical bodily mulitlatation to produce very precise results to enter them into a society which they would otherwise be excluded from.

Physical
Physically, all elokaians are unable to produce sperm, but are still sexually responsive. Most even have a normal sex life. They are marked by a tattoo placed on the front of the neck, toward the base (pic to come). Some, although few, have no other physical differences than a normal male. However, most undergo what is called Sivakya Altrastin, which is a surgical procedure that prepares elokaians to be Court Singers, virtually the only occupation open to them other than limited employment at orphanages. The operation magically alters the voice box to ranges higher than normal mortals.

Origins
Almost all elokaians are orphans (with the exception of those infertile because of natural reasons). Because Tanath is a society focused around the reputation, and more importantly, an individuals family name, orphans are very limited as far as their social involvement. These children with no name are eliminated from many social occupations (including ishenhood). There is also the problem that many orphans are scarred, when beauty in Tanath is high reguarded. To prevent their children from coming into a world increasingly against them, and to build them a place in society, most are forced to undergo operations and turned into court singers or teachers in orphanages.
