Harassment and Stalking

In general, the harasser intends to cause emotional distress and has no legitimate purpose to his/her communications.
Possible harassing or stalking acts:
- continuing to send e-mail to someone who wants no further contact with the sender
- threats
- hate speech
- sexual remarks
Law Enforcement:
- treated as misdemeanor
- not taken serious unless threats of death or serious bodily harm are used
- resources of criminal
justice system are strained by more serious crimes
