The Fraternal Insurance Counsellors Section began to operate as a regular function of the California Fraternal Congress at the convention held in 1961 with Raymond White, Woodmen of the World as President.

This section of the California Fraternal Congress is specifically dedicated to the education of the Fraternal Fieldworker through many related educational programs. The meetings and various activities are concerned with enhancing the knowledge to be used by the Fieldworker in the daily pursuit of his/her work and the growth of Fraternal Life Insurance membership in their respective member societies.
