Today, January 23, 2007, Mayor John Street signed the Philly Blunt Ban. The bill bans the sell of any items that can be "convert, produce, process, prepare, test, analyze, pack, repack, store, contain, conceal, inject, ingest, inhale or otherwise introduce into the human body a controlled substance in violation of [the Pennsylvania Controlled Substance, Drug, Device and Cosmetic Act]." You can find a link to the bill on the sources link. The bill excludes specialty cigar stores, hotels, and restaurants. Stores in violation will also be fined $700-2000 depending on the year. It is also possible to have your business privilege license revoked by The Department of Licenses and Inspections if the ban is in violation. To me the bill sounds interesting and may help the reduction of the drug related crimes/deaths in our city. The purpose of the bill is important to our community, but I feel like it will be a hard bill to enforce. Although clearly from my last post, you can tell this city needs it.

I was reading this article and it had some interesting facts about drugs. So I'm sharing them with you.
60 individuals died due to the adverse effects of drugs last year in our county (Philadelphia County)
In 1998, 78.7% of male arrestees tested postitive for any drug in Philadelphia
Past year, illicit drug users were 16 times more likely than nonusers to be arrested and booked for larceny or theft
marijuana has found its way into the hands of 200 million people ages 12-35 in the past year
Tell me that this 'Blunt Ban' shouldn't be put in motion...

War Against Drugs

I've been hearing a lot lately about this "War Against Drugs" and apparently today Philadelphia is going to try to do their part in the fight. Today is supposed to be when Philadelphia City Council votes on the Blunt Ban. It's commonly known as the Philly Blunt Ban, No. 060345. I'm devoting this site to inform you of all aspects of this Bill.
To sum up this bill, it is illegal to sell any item "where the seller knows, or under the circumstances reasonably should know" that it would be used to "convert, produce, process, prepare, test, analyze, pack, repack, store, contain, conceal, inject, ingest, inhale or otherwise introduce into the human body a controlled substance in violation of [the Pennsylvania Controlled Substance, Drug, Device and Cosmetic Act]".
