Adolf Hitler tried to distance himself from the Holocaust. He had never explicitly sanctioned the one of the worst crime ever committed. It was Himmler who had to make decisions at the operational level. Hitler was a Catholic and feared to jeoperdize the Concordat with the Vatican that had given its diplomatic approval to the Nazi regime.

Fascism in Nazi Germany was a lower class movement that was represented by Hitler. He captured the imagination of the lower class that supported him enthusiastically. As a man from the gutter, Hitler could speak and think in their language. He simply implemented what the lower class Germans asked him to do (the extermination of the Jews as the upper-middle class.)

In both Nazi Germany and the Soviet Union, tyranical leaders of lowly origins started massmurdering their own citizens due to the lack of legitimacy of their rule and the lack of civility that was pecuriar to their class. A lower-calss takeover of power will only bring misery to the people. They promised to create a paradise for the people of the class and ended up in making everyone uncivilized.
