According to Elizabeth Russell Connelly, of the estimated 2,806,000 child abuse referrals made in 1995 only 94 were actually investigated. Of these 94, only one-third resulted in substantiated child maltreatment reports, half in unsubstantiated child maltreatment and one-tenth in something other than child maltreatment (71).
