Protect and Serve

This page introduces you to the officers of the Philipsburg Borough Police Department. Currently, the department employees three full-time officers. Their dedication and professionalism are the cornerstones of law enforcement today.


Chief Bill Souffer

Chief Stouffer joined the department in July of 1998. He is a retired member of the Pennsylvania State Police. During his tenure he served in the Patrol Division, Criminal Investigation and Auto Theft Units.


Patrolman Leonard Bloom

Officer Bloom has been with the Philipsburg Borough Police Department since 1978. He serves as the Deartment's Field Training Officer and volunteers many hours each year to community awarness programs.


Patrolman M. Todd Walter

Todd joined the Philipsburg Police in December of 1998. Serving as the Community Relations Officer, Patrolman Walter enjoys participating in safety programs. Todd would also like to someday serve as a K-9 handler.
