The Start of the Cooper Township Planning Commission
January 14, 1965 NOTICE IS HEREBY GIVEN. that the Board of Supervisors of Cooper Township intend, at its next meeting to be held February 7, 1966 to enact the following Ordinance:
ORDINANCE SIGNIFYING THE INTENTION AND DESIRE OF THE BOARD OF SUPERVISORS OF THE TOWNSHIP OF COOPER, CLEARFIELD COUNTY, PENNSYLVANIA, TO CREATE AND ESTABLISH A TOWNSHIP PLANNING COMMISSION UNDER THE PROVISIONS OF THE SECOND CLASS TOWNSHIP CODE (THE ACT OF JULY 13, 1953 P.L. 404, as amended and supplemented) FOR THE PURPOSE OF PREPARING AND ADOPTING A PLAN OF DEVELOPMENT FOR THE TOWNSHIP OF COOPER, BASED ON THE PHYSICAL, SOCIAL, ECONOMICAL, AND GOVERNMENTAL CONDITIONS AND TRENDS AS DESIGNED TO PROMOTE WITH THE GREATEST EFFICIENCY AND ECONOMY THE COORDINATED DEVELOPMENT OF THE TOWNSHIP OF COOPER, AND THE GENERAL WELFARE AND PROSPERITY OF ITS RESIDENTS.
BE IT ORDAINED AND ENACTED BY THE BOARD OF SUPERVISORS OF THE TOWNSHIP OF COOPER:
Section 1. That the Board of Supervisors of the Township of Cooper, hereby signifies its intention and desire to organize a Township Planning Commission under the provisions of the Second Class Township Code and the Act of Assembly of July 13, 1953, P.L. 404, as amended and supplemented.
Section 2. The Township Planning Commission shall consist of five (5) members, all of whom shall be citizens of the Township of Cooper. The term of office of the original Township Planning Commission shall commence on the enactment of this Ordinance, one of whom shall serve for one (1) year; one of whom shall serve for two (2) years; one of whom shall serve for three (3) years; one of whom shall serve for four (4) years; and one of whom shall serve for five (5) years. Whenever a vacancy on the Commission has occurred or is about to occur by reason of the expiration of the term of any member or has occurred by reason of death, resignation or otherwise, the Board of Supervisors shall appoint a member for a term of five (5) years to fill the vacancy, occurring by reason of expiration of the term and for the unexpired term where a vacancy has otherwise occurred. Members whose terms have expired shall hold office until their successors have been appointed, and may be appointed to succeed themselves.
Section 3. The names and addresses and terms of office of the members of the original Township Planning Commission are as follows:

Section 4. That the Township Planning Commission shall prepare and adopt a plan for the development of the Township of Cooper, and which plan of development shall be based on studies of the physical, social, economical and governmental conditions and trends and shall be designed to promote with the greatest efficiency and economy the coordinated development of the Township of Cooper and the general welfare and prosperity of its residents.
Section 5. All other resolutions are ordinances or parts thereof, inconsistent herewith, are hereby repealed.

The Cooper Township Planning Commission is composed of five community residents for staggered terms of four years each. These individuals, who volunteer their time in order to act as an independent voice representing the overall interests of the community. The members of the commission are appointed by the Board of Supervisors and serve as an advisory committee, recommending changes to the local ordinances and recommending approval of subdivision and land development plans. The Commission also makes recommendations to the supervisors concerning growth in Cooper Township. The Planning Commission is considered by many to be the watchdog of the comprehensive growth of our community. Now in 2002, the following citizens serve:
