Fayette Voter Fraud committee


On August 4, 1999 the Fayette Voter Fraud Committee met and adopted the following mission statement:
To develop a set of recommendations to the commissioners to guard against voter fraud in Fayette County elections.
On October 16, 1999 the committee formally adopted the following recommendations to submit to the Fayette County commissioners.

  • That an easy-to-understand, step-by-step, and illustrated standard operating procedure for the county Election Bureau office be composed, printed and made available by the Bureau.  A series of easy-to-understand, step-by-step, and illustrated pamphlets on the following areas might be included:   how a candidate can get on the election ballot;  how an elector can challenge any poll or absentee vote;  how to apply for an absentee ballot;  how five electors can petition for an overseer of elections.

  • That an elector should be required to present identification at the polls when signing in to vote.

  • That the county commissioners require that the county Election Bureau develop a formal Program of Instruction and Refresher course for all Election Bureau employees and elected and appointed persons who serve at the precinct polling places.  Attendance at such instruction should be mandatory and a record of attendance should be maintained.

  • That at least two employees from the Election Bureau should be designated to conduct absentee voting at personal care homes, and nursing homes.

  • That permanent numbers be assigned to each absentee ballot application and a record maintained of who obtained the numbered applications.

  • That the Election Bureau continue a purge of the voting rolls by all legal means available.

  • That the county commissioners make every effort to ensure that voter registration records are kept current.  Voter records need to be purged on a continuing basis to ensure that voting records are completely accurate within fifteen to thirty days prior to an election.

  • That the county commissioners be fully cognizant of their duties and responsibilities as members of the county Registration Commission and Election Board;  that they investigate immediately allegations of voter fraud;  and that they prefer criminal charges against those involved in such cases as provided in the election code.

  • That the county commissioners review the entire absentee ballot process to make certain that the potential for voter fraud is minimized or eliminated.

  • That as a means to increase public awareness that an overseer may be petitioned in each precinct before any election the commissioners publicize this tool. A how-to pamphlet should be developed, and the committee would like to hold a forum.
