1989 - 1996: Director of Information Technology, Orange County Sanitation District, Orange Co., CA. Annually managed operating and capital equipment budgets, growing in size and complexity each year (each in excess of $1 M fiscal 95-96). Established fiscal controls and regulated procurement for computer purchasing through competitive bidding practices. Built an Information Technology Department (beginning with only a staff of 2) with separate teams responsible for computer hardware & telecommunications, software, and plant automation & control (Total staff of 22). Extensive experience in public presentations and technical reports. Technical accomplishments included:

• Installation of 6 Local Area Networks (LAN) (Novell 3.x) and one Windows NT Server LAN comprising over 500 workstations.
• Managed growth of Meridian-1 PBX + Option 11, utilizing 23 CO trunks and 24 T-1 trunks through 2 major upgrades..
• Implemented a new automation system for two plants.

Created and developed Management Information Systems Department for new non-profit Independent Practice Association-model Health Maintenance Organization (HMO).  Accomplishments included a phased implementation of vendor-developed systems for premium billing, group member enrollment, ambulatory claims, hospital claims processing, and others.  Staff grew from 1 to 7 over 3 years as the HMO grew from 0 to 100,000 subscribers.
