To Rise To The Sky, You have to activate the "Cheat Menu" then go to Cheat Mode and put ON Levitation and Resurrect In Place. Now Start A Race when you are racing keep pressing Abort ( UP-C) Untill You Rise To The Sky.
Note: It Wont Work Right When You Start The Race...... You Have To Wait About 10sec or 15sec Until You Rise.
Easier Way
To Get The Mt. Dew Dragster
In the Las Vegas track the 4 Dew cans are pretty easy to find. The first two are close to each other. Partway around the track after you complete the loop part(where the track makes a loop on the map), stay left. There is a big opening. Drive in. There is a small bridge take it slowly. You will enter a big area with trees and a lake. There is a key in the lake. Take a right, just inside the area but don't hit any trees there is a dew can straight ahead. Grab it. Then go back on the bridge to the other side. Turn around and go fast down the bridge. There is a dew can if you ramp at the right speed you can get it. You can see it as you drive back down the bridge. Then if you went to fast there is a building that you land on. Hopefully you can stay on it. There is a key up there too. You need to drop on the dew can this time. It is quite difficult. There is a building to the left. Drive to the end of the building and stop. Not towards the lake area but towards the road. Make sure you are perpendicular to the building wall and fall off the edge as slow as possible. There is dew can in the air and a key at the bottom. You are now behind a Rush 2 sign. Go around it and start driving down the track again. After the bridge part a little ways the is a sharp left turn. If you go straight there is a shortcut. Stay left in the shortcut but when it gets back to the road, turn around and drive back in the opening. There is a ramp to your right, drive up slowly. Once your on top of the building turn 180 degrees and you'll see a dew can to the left. Thats 4. Now you can access the Mt. Dew Dragster only if you select Las Vegas track.
While driving on the stunt track, hit any of the ramps, preferably the purple half-pipe at a high rate of speed. Your car must be heading towards a wall. If you get enough height, you will easily clear the wall and fly into a black oblivion. You will be able to see the normal track if you look to the upper part of the screen. It is an awesome glitch that the devolpers should've picked up on.
There is a code for Rush 2: Extreme Racing USA that will bring you to the last race in the circuit. You do not even have to race! All you have to do is sit there until the time runs out. The code is,

Fall Through Track In Las Vegas
When you get to the loop (looks like loop on track map) part of the Las Vegas course, go straight. A few seconds later, there will be a parking lot with a white grid on it on your left. Go into the parking lot. If you keep going for a little bit, there will be a key in the corner unless you have already gotten it. Run your car diagonally into the corner behind the key. If you are going fast enough, your car will shake side to side, and fall through the bottom of the track. Now you can drive around below the track on a blank blue surface.
To get the Midway level you have to complete circuit mode getting first.
