Article 1: NAME
1st North Grimsby Rovers shall go by and be known as the Kings
Own Knights
Rover Crew, hereinafter referred to as the Crew.
Article 2: AIMS AND OBJECTIVES
To promote the
world wide brotherhood of Scouting by:
A: Adhering to the regulations, aims and objectives of Scouts
Canada, as
contained in BP&P, and in the Rovering handbook.
B: The performance of service work within the Scouting and Guiding
movements, and the community at large.
C: By helping new Rovers to develop into mature and responsible
adults.
D: To remember to have fun while pursuing the above points.
Article 3: MEMBERSHIP
Any individual 17 years of age or over will be eligible for membership.
However, to be invested as a Rover, individuals must have completed
the
Squireship requirements in Bylaw # 1. Membership for Advisors
shall be
governed by the BP&P of Scouts Canada.
Article 4: GOVERNMENT
A: The government of the Crew shall be vested in an elected Executive.
B: The executive shall consist of the Mate, Secretary, Treasurer,
and Vice Mate
if applicable.
C: The Crew Advisor, known as the Skip, will sit on the executive
in an advisory
capacity only.
D: Committees may be appointed or elected from time to time to
handle any
special events or activities that may arise.
E: Elections of the executive shall be held annually at the first
business meeting
in September.
F: Elections shall be by majority vote of the members of the
crew, provided that a
quorum is present at the meeting.
G: Vice Mate is an elected position that may be elected at the
option of the Crew
at any time for the balance of the Crew executive term.
Article 5: AMENDMENTS TO CONSTITUTION AND BYLAWS
This constitution and bylaws may be amended by a majority vote
of the Crew at
any regular meeting, provided that a quorum is present, and that
written notice to
amend this constitution and bylaws is circulated to all Crew
members no later
than them meeting prior to amendment.
BYLAWS
Bylaw 1: MEMBERSHIP
A: Before admission to this Crew, the individual must have completed
an
application form for Scouts Canada, and have paid the appropriate fees.
B: No individual may be invested until reaching 18 years of age,
having
completed the squireship as contained in Bylaw2.
C: Any individual who has not paid the membership fee as set
by the Group
Committee for the year in question, will not be permitted to
participate as a
member of this Crew, at any organized scouting event, as the
insurance coverage
provided by Scouts Canada will not be in effect.
Bylaw 2: SQUIRESHIP AND OBJECTIVES
A: An individual, upon joining the Crew shall be known as a PAGE,
and shall
attend a minimum if three scheduled Crew meetings and/or events,
prior to
becoming a squire.
B: Upon successful completion of his/her term as a PAGE, an individual
may
then be accepted, by ceremony, into the Crew as a SQUIRE. A squire
will be
sponsored by two invested Rovers, one being appointed and one
chosen by the
Squire and may not be invested until he/she has completed the
squireship
objectives to the satisfaction of the sponsors. Both sponsors
have the choice to
decline.
C: The Sponsor will be responsible for the training and conduct
of the Squire in
their charge. The Sponsor will ensure that the Squire is made
aware of and
follows the rules governing this Crew, including Crew Bylaws,
BP&P, and the
aims and objectives of Scouts Canada,
D: The Squire should undertake to complete their Squireship objectives
in as
prompt a fashion as possible. However, the Squire is expected
to have a
minimum Squireship of three months.
E: The Squire shall obtain the following objectives prior to
being invested:
1: To maintain an attendance record of 75% or higher at regular
scheduled meetings and events.
2: Organize and run a squires hike. This may be any kind of
outing
organized for the entire Crew. This may be a camp, hike, trip,
or social
outing of any type, provided the Crew agrees.
3: Obtain the minimum requirements for dress uniform as contained
in
4: The Squire shall demonstrate to his/her sponsor an understanding
of
Flag etiquette (i.e. folding, hoisting, positioning, etc. of
all flags).
5: The Squire shall complete a personal quest of self improvement,
that
shall take no more than three months to complete.
6: The Squire shall demonstrate his/her organizational skills
to the Crew,
by organizing and executing an event for the Crew, as agreed
upon by
his/her sponsors.
7: The Squire shall read and have a clear understanding of BP&P.
8: The Squire shall read "Rovering To Success", a novel by Lord
Robert
Baden-Powell.
Bylaw 3: UNIFORM REGULATIONS
A: DRESS UNIFORM
SHIRT: Tan Scouts Canada shirt; sleeves may be worn hemmed or rolled
inside to just above the elbow as long as it is kept neat or kept long.
The
shirt will be provided by the Rover.
HAT: Blue Scouts Canada beret with the official Rover hat badge. Beret
and hat badge will be provided by the Rover.
PANTS/SHORTS: Navy blue dress slacks, or navy blue Scouts Canada
shorts, blue dress socks and tan tabs. Females may wear navy blue skirt.
Provided by the Rover.
NECKERCHIEF: Green and yellow 1st North Grimsby group neckerchief
affixed about the neck, with a woggle of personal choice. Neckerchief
will be provided by the Crew. Any invested rover who has earned their
Gilwell neckerchief may wear it as an alternative, when the Crew is
participating in a public event as representatives of Scouts Canada.
B: Dress uniform will be worn by all Crew members at all of the following
events or activities:
1: All regular Crew business meetings and ceremonies.
2: Any meeting involving other sections of the Scouting or Guiding
movements.
3: Any public event that the Crew is participating in as representative
of
Scouts Canada.
C: Activity dress will vary according to event or activity scheduled as
decided by
the Crew.
D: Crests and insignias on the uniform shall be displayed in accordance
to the
regulations as stated by the District, Provincial, and National Councils
of Scouts
Canada.

RELIGION IN LIFE: Above right breast pocket. Your religious affiliation
goes
above right breast pocket beside Religion in Life.
SERVICE BARS: On left sleeve at bottom.
QUEEN'S VENTURE AWARD: On left sleeve.5 inches below provincial
LINKS AND DUKE OF EDINBURGH AWARD: Above right breast pocket
below World Scouting
ROVER EPAULETTES: Worn on shoulders, and are to be worn by invested
Rovers and Skips ONLY.
KNOTS: Squires will wear green and yellow knots; invested Rovers "I wear
green, yellow and red knots. A pin of personal choice shall hold the knots
together. Knots will be worn inside the left breast pocket, with the exception
of
investiture ceremonies, where they "I be worn on the left sleeve.
Bylaw 4: RESPONSIBILITIES OF OFFICERS
A: SKIP/ ADVISOR: As the name implies, the Skip should act only in an
advisory capacity, and should not take in the running of the Crew.
B: MATE: The Mate acts as the Chairperson or president of the Crew, and
will
be responsible for running the Crew's regular meetings, and keeping the
Crew
informed of any upcoming events or meetings.
C: SECRETARY: To keep the minutes and records of all meetings and
activities, unless it is covered by a committee.
D: TREASURER: to receive, hold, disburse and account of all Crew funds
and
properties, unless it is covered by a committee.
E: VICE MATE: To assist the Mate in his/her responsibilities.
Bylaw 5: MEETINGS
A: Meetings will be held on a regular basis, at such times and places as
agreed
upon by the Crew.
B: Meeting outline: the meetings of the Crew will be of two types Business
and
Activity. the business meetings shall be run according to the guidelines
in section
B(i) of Bylaw 5.
B(i): BUSINESS: the business part of the meeting shall be run by the
Mate, or,
if absent the Vice Mate (if applicable), or, if absent the Secretary,
or, if absent the
Treasurer. If all of these officers are absent no business meeting
shall be held.

B(ii) ACTIVITY MEETINGS: will normally be conducted as social or non-
structured events, and as such, there will not normally be a business
portion of
this meeting. The Crew will meet at some prearranged point, and carry
on with
the events at hand.
C: CONDUCT: The Mate shall have control of the meeting, and no person
shall
speak unless given the floor by the Mate. Any person who persists in
speaking
out of turn, or interrupt another person who has the floor, will be
asked to stop by
the chair. If a second warning is given, the Mate may ask this person
to leave the
meeting hall, and not return for a period of time.
D: EXECUTIVE MEETINGS: Shall be called for September, December, March
and June.
Bylaw 6: ELECTIONS OF OFFICERS
A: Elections shall be held annually at the first business meeting of the
Crew in
the month of September.
B: Term of office shall be for one year.
C: Two terms maximum any individual may hold any one office. Individuals
may be reelected after one year sabbatical or unless deemed necessary by
majority vote. Quorum must be present at the meeting.
D: Any Rover between the ages of 18-26 may hold office, provided they are
in
good standing with the Crew.
Bylaw 6: ELECTIONS OF OFFICERS (continued)
E: Elections shall be by majority vote on secret ballot, and a quorum of
membership shall be present.
F: If a member of the executive resigns his/her position or is unable to
continue
in their position, an election shall be held within one month to replace
that
individual.
G: The Advisors will be elected by the Crew at the annual elections and
removed
at any time by a vote from the Crew.
Bylaw 7: TRANSFEREES
Any Rover transferring from another Rover Crew will be subject to the following
conditions and terms:
A: They must be willing to accept the Constitution and Bylaws of the
Crew as their own.
B: They must conform to the uniform regulations for this Crew within a
reasonable period of time.
C: They will conform to the requirements for membership as soon as
possible.
D: Following the meeting of these terms, the transferee, if he/she is an
invested Rover, shall be welcome into the Crew in the traditional Scouting
method, of placing the 1st North Grimsby neckerchief on the neckerchief
of the previous group, and then removing the previous group from under
the 1st North Grimsby neckerchief
E: If the transferee is still a squire, they will have to go through the
Squireship as outlined in Bylaw 2.
F: A transfer certificate, or some proof of registration, will be required
by
this Crew prior to acceptance.
Bylaw 8: DUES
A: All members (invested and non-invested) shall pay an annual dues to
the Crew
by the first business meeting in December. The amount of dues shall be
set at the
first business meeting in September, as voted upon by the Crew. A quorum
must
be present for this vote.
B: Skips are exempt from paying dues.
Bylaw 9: SMOKING POLICY
A: There shall be no smoking during the business portion of meetings. Smoking
will be permitted only during the break at meetings
Bylaw IO: CREW APPAREL
A: Crew Jackets- All 1st North
Grimsby Rover Crew jackets shall have only " 1st
North Grimsby" on the left breast
side, and "Rovers" lettering on the back of
each jacket. The Crew crest
(Kings Own Knights) shall be affixed to the back of
each jacket.
B: T-shirt's- White "crew neck"
or golf shirts, with the words " 1st North
Grimsby", the Rover's name and
crew appointed nickname all in red in a circular
design over the left breast.
C: Roveralls- Red coveralls the
Rover's name on the left breast, and the crew
crest maybe affixed to the back.

D: Security T-shirt's- Are to
be worn only by members of the Crew, unless
specifically voted upon by the
Crew. There must be quorum present at vote.
Bylaw I 1: HONOURARY MEMBERS
A: All Honourary members of the
Crew shall be voted into the Crew by majority
vote of the quorum, following
applicants attendance at a minimum of three Crew
business meetings.
B: Honourary members shall hold
no voting privileges.
C: Honourary members may attend
Rover social activities by invitation of the
Crew only.
D: Any Honourary member wishing
to purchase a Crew jacket and/or Roveralls
may do so, however the Honourary
member is responsible for the total cost of
these items with no subsidization
from the Crew. All jackets worn by Honourary
members must conform to the regulations
as set out in Bylaw IO.
Bylaw 12: CREW EQUIPN4ENT
A: TRAILER
Ai) The trailer must be kept in safe running condition.
Aii) There shall be only three sets of keys for the trailer. They will
be
given to the Mate, Advisor and whom ever has the trailer on their
property. These keys shall be passed to the necessary people at the
executive meeting in September.
Aiii) Keys will be available for any sanctioned use as voted on by
quorum.
