Market Constable
It was reported that the Market Constable had made application to have his designation changed .
Deferred

The Town clerk reported upon correspondence and discussions he had with the Architects and Market Traders Association with respect to the lay - out of the
New Market .


Resolved That (1) a Sub - Committee be set up comprising the Chairman of the Special ( Central Redevelopment ) Committee and the Chairman and Deputy Chairman of the Markets and Baths Committee to settle details with respect to the lay - out of the new Market ( 2 ) The Town Clerk be authorized to make available to the Architects any information necessary to enable them to prepare plans for submission to the Committee and for this purpose to consult with and obtain information from the Market Traders Association and ( 3 ) the proposed plans of the Market be submitted to the Special ( Central
Redevelopment ) Committee and the Markets and Baths Committee.

Mug Market
The City Surveyor reported upon tenders received for the provision of temporary accommodation for traders in the Mug Market when work on the new Market commences .
Resolved That the tender of E. F. Blakely & Company, in the sum of £1,530 be accepted .

Central Area Redevelopment Agreement
Resolved That pursuant to previous resolutions of the appropriate Committees and the Council , an agreement be entered into with Legal and general Assurance Society Limited in a form satisfactory to the Town Clerk for carrying out the central development scheme when the buildings have been completed for a period of 125 years at a ground rent of £41,500 a year subject to a review every 25 years in proportion to any increase in the rack rental value of the premises .

1966 Stalls - Visit to joinery Works
The superintendent reported that ( 1 ) following a request by the Market Traders Association to see a prototype model of stall to be provided in the New Market , arrangements have been made for the Town Clerk , the Clerk of Works , twelve members of the Association and himself to visit the joinery works of Mr. Charles Gill at Shotton on the 21st of November , and ( 2 ) after having seen the prototype model of stall , requests were made by the tenants to extend the height of the dividing walls between the stalls from 4 ft 6 inches 6 ft , that some form of shutters be provided and that the overall height of the stall be increased from 7 ft 6 inches to 10 ft so as to enable tenants to display their goods in a better way .

Resolved That the Architect be informed of the Tenants requests with a view to meeting them subject to costs and practicability .

New Public Market
The Town Clerk reported it was anticipated the New Public Market would be completed early in 1967 and that it was necessary to terminate the tenancies of all tenants other than casual stall holders by six months notice under the Landlord and Tenant Act 1954 .
Resolved That the Town Clerk be authorized to give all appropriate Notices of Termination of tenancies accompanied by an explanatory letter as to the arrangements for transfer to the new market and the offer of tenancies there in .

Removal from existing Public Market to the New Public Market .
The Superintendent reported with respect to arrangements made for tenants in the existing Market to move into the New Public Market for the commencement of trading in the New Public Market on Tuesday 20th June , 1967
Resolved That the arrangements be approved

New Cattle Market 1966 / 67 The Committee considered the provision of a new Cattle Market .

Casual Stalls - Retainer Fee System 1967/ 68
Resolved (1) The Committee further considered the Retainer Fee System as now agreed be adopted and ( 2 ) the retainer fee be on the basis of 50% of the normal daily charge .

Consultative Committee 1969
Resolved That (1) the Chester Market Traders Association be informed that whilst in the opinion of the Council the existing channels of communication for dealing with matters affecting the Public Market are adequate they would be agreeable to meet the wishes of the tenants by the setting up of a Joint Consultative Committee such joint Consultative committee to meet bi-annually and to make such recommendations as may be necessary to the Public Services and Recreation Committee , ( 2 ) the Chairman , Deputy Chairman and Councilor J. C. Weston , be appointed to represent this Committee on the Joint Consultative Committee and the Chester Market Traders Association be asked to elect three persons to represent the tenants of all permanent shops and stalls and ( 3 ) the resolution of the Committee of the 14th April , 1969 , be amended accordingly .
