Latimer Co. Firefighters Association
April 6, 1999 - MINUTES
The Latimer County Firefighters Association held a scheduled monthly meeting at the Wilburton City Hall. The meeting was called to order by Neal Wood from the West End Fire Department.
Members in attendance:
The minutes were read by David Nix from the previous meeting of March 2,1999. Chris Fiedler
made the motion to approve the minutes. Jason Kennedy second the motion.
Bob Dunlap presented Neal Wood with a copy of the Pittsburg County Firefighters Associations
by-laws. Discussion was then initiated regarding the adoption of the Pittsburg County
Associations by-laws. Several of the members stated that they have not been able to find the
Bylaws constructed by the previous Association. It was decided by the Majority to create a set of
by-laws by using the Pittsburg County Association as a template.
Article I - Name: Randy Scott made a motion that the name of the association be called the
Latimer County Firefighters Association. Dwight Glenn second the motion. All in favor.
Article II - Officers: Approved without discussion.
Article III - Duties of Elected Officials:
Motion was made by Walter Squires to amend Article III - Line D to state that the President,
Vice President, and the Secretary/Treasurer Shall be on the Signature card for the checking
account of the association and that there must be two (2) signatures on each check authorized not
to exceed $25.00, without the approval of the association members. Second by Eric Glenn. All in
favor.
Motion was made by Floyd Allen to accept Article III - Section 2. Bob Dunlap second the
motion, All in favor.
A motion was made by Walter Squires to amend Section 3 - Line D, to state that the secretary/
treasurer shall maintain a record of all association activities. Second by Floyd Allen, All in favor.
A motion was made by Floyd Allen to amend Section 3 - Line J, to state that the
Secretary/Treasurer may obtain a petty cash fund for miscellaneous supplies and the petty cash
fund shall not exceed $25.00. Also, the secretary/treasurer must keep cash receipts of any
expenditures. Second by Robert Livingston, All in favor.
A motion was made by Floyd Allen to amend Section 4 - Line A and Line C to state;
Line A - The county training officer shall schedule all association training events.
Line C - Shall keep record of all training taken and all training needed by association members and
give a written report of training to the secretary/ treasurer. Second by Randy Scott, all in favor.
A motion was made by Bob Dunlap to accept Article III - Section 5, second by Walter Squires,
All in favor.
Article IV: A motion was made by Chris Fiedler to amend Article TV - Section 2 to state the
election of officers shall be held at the regular scheduled and announced meeting in December for
a one year term. Bob Dunlap second the motion. All in favor.
Article V-
A motion was made by Chris Morris to add Article V - Section 4, to state that the president shall
appoint a three (3) member committee to audit the secretary/ treasurers books prior to elections
of officers and the committee shall be comprised by members from three (3) fire departments in
the county. Bob Dunlap second the motion, All in favor.
Article VI:
A motion was made by Gary Burnett to amend Article VI - Line 3, to state If a fire department
decides not to join the association, the individual firefighter from that department could join by
paying a fee of $10.00 and would have a vote in the association. Dwight Glenn second the
motion, All in favor.
A motion was made by Robert Livingston to add Article VI - Line 5, to state that non - members
of the association can attend association training events by paying a training fee required for that
specific training event., as long as space is available. Association members have priority. Second
by Bob Dunlap. All in favor.
Article VIII:
A motion for Article VIII to state that all elected officers of the year 1999, will hold offices until
December 1999. Election of officers will then follow Article IV - Line 2 and Article VIII then can
be removed from the By-laws.
Motion was made by Dutch Wiley to adjourn the meeting. Second by Floyd Allen. All in favor.
Try to convince other firemen in your department to be present at the next meeting. /body>
