Glenn, Further to my recent efforts to monitor 'commando solo'. I believe I have at least monitored US propaganda broadcasts on 8.7000 USB from London, UK. 16/Oct/2001 at 1645 UT. Following information on your web site I have several clear contacts during a 1 hour period - not in English - but heard clearly 'Taliban' 'Bin Laden' - several times. Correct mix of easy listening Arab music and clean voice. Have hard disk recorded several minutes (Jason Bradbury, Richmond, London, UK, Oct 16, DX LISTENING DIGEST) After becoming aware of the 8700 operation I checked the frequency at 1930 and found something up, so decided to walk out in the dark to listen without the local noise (no matter what this cyclist was thinking): There was some kind of small-talk between two men in a unidentified language, seemingly both aired by the same transmitter in full strength. At 1945 the talk suddenly ceased, leaving the frequency empty. I am not sure if this observation is connected with the Commando Solo feed. The small-talk hardly appeared to be a broadcast, on the other hand the transmission on 8700 (exactly on spot and USB of course) also did hardly sound like a maritime station with leak-through of received audio on a duplex transmission, furthermore the range below 8707 actually belongs to CW and RTTY transmissions only (Kai Ludwig, Germany, Oct 16, DX LISTENING DIGEST) I believe 8700 went off as scheduled at 1730. They were well heard here in mid Sweden before that. I have no idea about the site (Olle Alm, Sweden, DX LISTENING DIGEST) Yes, I think what I heard was likely no actual broadcast, but I got a impression that it originated from the same transmitter, so I decided to report it. Music at 0048, slight techincal problem from 0052- 0053, Male talking (not in English) at 0054 but seemed to mentioned some English words such as "... Alliance ... Taliban ... Dakwah ....". Music at 0058, Male talking at 0102, music again at 0105. Good signal into Northeast Ohio (Lee Silvi, October 16, DX LISTENING DIGEST) Hearing it here in Massachusetts, too. I am experiencing severe adjacent interference from a ute, but I can copy most of it. I am making an MP3 recording of the transmission and I will provide a link to my site soon so that others who might miss it can hear it. It definitely sounds like a feeder to me; the frequency is odd, the mode is odd, and the signal is too consistent to be coming from an airplane (but what do I know). The next big score will be to find which frequencies this is actually being transmitted on within Afghanistan (Stanton, Massachusetts, 0126 UT Oct 17, DX LISTENING DIGEST) Glenn, I tried for the US Psyops station on 8700 kHz USB last night (10/17) at 0050 UT, and it was audible with weak signal. Programming consisted of a talk by man in unID language making announcements. Several mentions of Afghanistan noted. Also Middle Eastern type music was played. Tough copy in the beginning due to noise, but signal was getting better as the time went by. I stopped listening at approximately 0130 UT (Christos Rigas, Wood Dale, Illinois, Sony ICF- 2010, DX LISTENING DIGEST) AFGHANISTAN [non]. Thanks to Sheldon Harvey's tip, I checked 8700 USB 17 Oct, and heard what may have been the Commando Solo station. Carrier seemed to come on about 0028, and right at 0030 I could hear some male, and later female, voices. The signal was too weak to ID the language, much less get any sort of positive ID. At least there was no QRM. Does anybody know just where this is coming from? (Bill Westenhaver, QC, DX LISTENING DIGEST) Following up Bill's comments, 8700 USB was doing quite well at my home last evening. I first tuned in between 0030 and 0045 UT. Music and talk at about an S-8 to S-9 signal. Many mentions of "Islam", "Bin Laden" and "Taliban" in the talk, all by male announcers. Music was local to the area. I continued to check it throughout the evening. It continued to do well past 0200 when it began to really drop off. I was on-line with a number of people listening to the signal in the United States and in Brazil. All were hearing equally as well, it seemed. Lots of speculation where it might be coming from. Most seemed to believe in the "feeder" theory, with thoughts of locations ranging from Thailand, to Uzbekistan or another former Soviet site, to Diego García. Obviously nothing definite, though (Sheldon Harvey, QB, Oct 17, DX LISTENING DIGEST) 8700U: The U.S. Psyops feeder was also heard in Denmark with strong and clear signals (SINPO 35544) this morning at 0055-0250. It was audible in USB only and not in AM or LSB-modes. The programme consisted of one or two pieces of Afghan traditional music and songs and then political talk by two men in Pashto or Dari for 2-4 minutes about Osama bin Laden, Al Qaida, Islam, Jihad, Taleban, Mojahedin, and Donald Rumsfeld. Mentioned Megahertz on two occasions, but no ID heard. I noted the languages as follows: 0055-0100 Dari, 0101-0148 Pashto, 0149-0207 Dari with handover at 0208 to the other man talking in Pashto until 0217, 0218-0228 Dari, 0229-0232 Pashto, 0233-0236 Dari, 0237-0245 Pashto, 0246-0250 Dari. There were short pauses for change of tapes at 0127 and 0229, and in the pause at 0127 a short conversation between two men in U.S. English unintentionally was broadcast: "... not that one yet!" obviously talking about the tapes (Anker Petersen, Denmark, Oct 17, EDXP via Mike Terry, BDXC-UK via DXLD) Am hearing this station on 8700 kHz USB at 0030 UT s/on with very good signals here in Montana; much better than I would have expected even with the computer on right next to the 7030. Quite good music and very stable signal (Terry Palmersheim, KC7LDP/FOØPAM, hard-core- dx via DXLD) That unidentified station on 8700 was heard here in New Zealand from 0510 until it closed abruptly at 0530 UT without anthem or any apparent sign off message. Unfortunately, it was at about the same level as the lightning static but sounded to me Middle Eastern as did the one item of song/music heard. Used USB to dodge that teletype a little lower. (gh, DXLD) Afghanistan, 8700 U, US Psyops (presumed), Oct 17, Heard 1230 s/on, with tone then man started to speak in Mideastern dialect. Program consisted of man speaking for a few minutes, then Mid-eastern music, then some more speech and another song, so forth. There were many references to the Taliban. Signal was weak to fair strength (David Hodgson, TN, DX LISTENING DIGEST) AFGHANISTAN REGION. 8700U, 1230-1252 Oct 17, Surprisingly good audio levels above the noise floor for an s3-s5 signal. Signal strength varies by time, with a change noted every 15-20 minutes, with the weaker legs dropping down into the noise floor. This pattern has been heard for the past 3 days. Based upon this pattern, perhaps this signal does originate from the plane and these changes represent a change in the plane's direction (and antenna orientation with respect to my receiving antenna) as it flies legs in the skies over Afghanistan. The plane has antennas across its surface, as well as a long antenna that can be reeled from the rear and another reeled out from below the fuselage. Some have proposed it as an uplink to the plane, but if this were the case it would be subject to jamming (and would not vary as much). Program consists of local music with segments of M announcer talking in presumed local languages (Pashto?) with discernible mentions of Afghanistan (Don Nelson - Oregon, DX LISTENING DIGEST) Today 17-10 I heard the psyops on 8700U at 1339 with man in Farsi, mixed with music (mostly two songs and comments). At 1355 was something like "maataye Afganistan', music back on; 1402 Many references to Tal'bans (notice i is not spelled! it is a glottal stop) and at 1404 heard a reference to Osama B'n Lad'n, then again music the same pattern. There seems to be an ID(?) at 1428 after one minute of silence, then the Afghan version of the well known Indian song 'kuch kuch hota hai' (or is this the original?). Signal was relatively low at 1333 at S5 with 10 db preamp (fair) but at about 1430 signal is S7 to 9 max (good) always with preamp and stable even without AGC. Minor QRM or QRN (Zacharias Liangas, Oct 17, Thessaloniki, Greece, DX LISTENING DIGEST) I sure was wrong about 657. The New York Times reported that the aircraft is on the frequency formerly used by Radio Voice of Shari'ah. I suggested that the frequency might be 657 kHz, the main Kabul frequency. It turns out that they are using 1107 and 864 kHz instead. The use of sideband on 8700 kHz is strange, given that virtually no civilian shortwave radios in Afghanistan receive SSB. Perhaps it is a feed, as suggested by some DXers, but then why was it advertised on the leaflets? Ferguson, VA, Oct 16, 2001 in DXplorer-ML) Re hams on 7084 over V. of Shariya. Hams hate to find broadcasters on the 7000-7100 segments and treat such broadcasters as intruders and will operate on the frequency to create interference. A futile exercise because only DXers like us are affected. The broadcaster overrides all the ham QRM in their intended target because they run much higher power. I am sure all those hams didn't know that they were jamming something really valuable. I have been on the air ever since I got my licence in 1983. Secondly, a bubble jammer is not aimed at the VOS. The 7 MHz band has a very strong roving jammer for V of Mojahiddin which keeps jumping in steps of 10 kHz but usually stays below 7081 but occasionally goes above. On this day there was also jamming up to 7090. If this report of jamming meant to convey any deliberate jamming for VOS it would be incorrect. My own observation of the VOS on the 8th went up to 1550 and when I rechecked at 1610 I found it gone. Conforms the observation of the attack at 1607 by Yuki Sagami [sic]. Nothing heard 10th of October as well (G.V.A. PRESENTER: Not only are the United States and Britain trying to pound the Taleban into submission but now they want to win hearts and minds as well. A secretive branch of the American military known as Psychological Operations, or Psyops, has begun broadcasting pro-US, anti-Taleban radio messages from a US plane flying high over Afghanistan. The broadcasts are aimed at ordinary Afghan people to try and win them over to the American cause, and encourage anti-Taleban dissent. Our reporter Andrew Bomford has been listening in. (excerpt from US psyops broadcast to Afghanistan) ANDREW BOMFORD: The music may be easy-listening but the message is not. MALE VOICE (translating the broadcast): "Attention, please! People of Afghanistan, the United States forces are crossing over your country. We did not come here to harm you. We just came here to capture Osama bin-Laden, Al-Qa'ida and those that support Osama bin-Laden. Please, don't take part in any military action, and keep away from roads and bridges. Stay at home. We did not come here to colonize your country or to loot your country. Stay safe, stay indoors." BOMFORD: This was the message being broadcast this morning from a specially adapted Hercules C-130 aircraft known as (?Commando Solo) flying over Afghanistan. It's aimed at a wide range of Afghans: ordinary people, Taleban soldiers, the Northern Alliance, and is a key part of US strategy. This is a country where the people are told that America is the "Great Satan", so the motto of special operations, "Capture their minds and their hearts and souls will follow", has never been tougher or more vital. MAJOR ED. ROUSE (phonetic): Propaganda is nothing but information. BOMFORD: Major Ed. Rouse (retired), of US Special Operations, or Psyops. MAJOR ROUSE: And right now this is going to be a major war of information. Whoever controls the information, and has the most credible information, is who will gain the hearts and minds of the people. BOMFORD: And Major Rouse, who goes by the name "Sonic Warrior", says this operation has been specially adapted to the needs of Afghanistan. MAJOR ROUSE: We're dropping radios, transistor radios, with the human-aid packets. These radios are like wind-up, crank-up, radios. They do not need batteries, and they're set up on one channel so they can receive our broadcasts. This is one way that we're trying to get the message to them. (Excerpt from Voice of Shari`a) BOMFORD: This was the moment, exactly one week ago, when the Taleban official radio, the Voice of Sha'ria from Kabul, was bombed off the air. So Psyops has stepped into the void. It's actually using the same frequency as Taleban radio, replacing one form of propaganda with another. "We are from peace-loving countries," they say. "The aim of this war is not to eliminate Islam but to bring justice to those who've shown disrespect to the prophet Mohammad." But can they win hearts and minds? Lewis McCloud, of BBC Monitoring at Caversham, which picked up the broadcast, is not so sure. LEWIS McCLOUD (BBC Monitoring): "Our monitors think that the tone is rather patronising, if not irritating, and that the live music which is broadcast doesn't really accord with the mood of the people of Afghanistan at the moment. (Excerpt from unidentified broadcast) BOMFORD: Mind-games have always played a crucial role in military campaigns, and for good reason. Psyops now has a very long history: World War Two, Vietnam, the Gulf War. But perhaps the last time it was used successfully in Afghanistan was by Alexander the Great in the Fourth Century BC. The techniques have moved on, but America will be hoping for similar success. After all, Alexander led one of the few foreign forces to conquer this tough and determined country. These are the psyops guys that broadcast on AM, FM, TV, and military channels to encourage the enemy to surrender. There is mention of a retractable wire antenna that extends from the belly and is held vertical by a 500 pound weight! It would sure ruin your day to run into that in another aircraft!! Since these guys have participated in every major conflict in recent history I was wondering if anyone on this list had ever received their AM broadcasts? Of course to be effective the broadcasts would need to be in the native language of the enemy forces. The report showed the large monitoring hall, some Watkins rx and PC equipment, and also various up to 10 satellite dishes in the Caversham garden, but no receiving antennas of - let`s say - Beverage type were seen. U.S. psyops radio programs aimed at the people of Afghanistan have been monitored by BBCM on shortwave 8700 in USB mode, and the BBCM staff told the German TV correspondent in London, that in their opinion the US Psyops feeder program is rather of a "too happy kind", the station plays "happy wedding ceremony music of Afghan Dari and Pashto people on a honeymoon event". BUT Afghan people feelings are much different these days, -- more sad and sorrowful! Also the leaflets which are being dropped from US aircraft, and radio program content by the US Psyops feeder station are composed in a rather "Domination / Ruler / Command / Order" kind, so the monitor was wondering, whether the author would reach the Afghan people and conform with their opinions and vital interests (Wolfgang Büschel, BC-DX Oct 16/17, DX LISTENING DIGEST) A new FM station is operating in the part of Afghanistan controlled by the Northern Alliance, according to Agence France Presse, which writes, "Everything about it exasperates the Taleban. It broadcasts music, which is banned by the Taleban regime, is aimed at women and even has a female presenter." The station is called Radio Sol, and its low power transmitter on 96 megahertz has a range of only about 30 kilometers, an area in which about 150,000 people live. There is little information about how many radios there are in Afghanistan, let alone radios with FM bands. But the AFP story says that radios can easily be found at bazaars for less than 10 dollars. And, nowadays, low cost radios sold around the world tend to have FM bands (Kim Elliott, VOA Communications World Oct 12 via John Norfolk, DXLD) Taliban must not have totally banned music, since some was heard on recordings of V. of Shari`a! Media round-up, 17 October Balkh radio Radio Voice of Shari'ah of Balkh Province - the Taleban-controlled provincial radio station based in the northern city of Mazar-e Sharif - continues to be heard by BBC Monitoring. It was monitored on Wednesday 17 October at 0230-0400 gmt and again from 1230 gmt on 1584 kHz mediumwave. Balkh radio in Dari and Pashto from 0230-0400 gmt on 17 October repeated an interview with Taleban northern zone commander Alhaj Mola Dadollah during which he predicted US failure in a land war against the Taleban. The news also repeated a 16 October commentary on the Taleban taking foreign journalists to visit sites where civilians were reportedly killed in US attacks. Sermons, recitations from the Koran and religious songs were also broadcast. Bakhtar news agency still operational The Taleban's official news agency, Bakhtar Information Agency, continues to operate from Kabul. BBC Monitoring on 16 October telephoned Bakhtar on their direct telephone number but there was no answer. According to the Afghan Islamic Press (AIP) news agency in Peshawar, Pakistan, Bakhtar's Kabul office remains open but they cannot file reports via fax or telephone because their telephone lines are down. International lines in Kabul are also reported to be down. AIP said Kabul-based correspondents must contact the Bakhtar office in Kabul in person in order to receive reports. US PsyOps broadcasts observed BBC Monitoring has continued to observe US PsyOps Information Radio broadcasts aimed at Afghanistan. It was heard on Wednesday 17 October broadcasting in Pashto and Dari on 8700 kHz in upper sideband (USB) at 0030-0530 gmt. The reported mediumwave frequencies 864 and 1107 kHz were not observed. The USA Today web site, http://www.usatoday.com carries excerpted transcripts of the US PsyOps broadcasts: The Pentagon's propaganda offensive to win over the Afghan people and demoralize Usamah Bin-Ladin's forces is led by Air Force EC-130E "Commando Solo" aircraft that are broadcasting 13 different scripts. They are recorded in Pashto and Dari, the two most common languages spoken in Afghanistan. Excerpts from some of these messages: "On 11 September, the United States was the target of terrorist attacks, leaving no choice but to seek justice for these horrible crimes. We are here to take measures against the terrorists that have rooted themselves in your country. It is not you, the honourable people of Afghanistan, who are targeted, but those who would oppress you, seek to bend you to their own will, and make you their slaves. These terrorists and oppressors are currently in your country, undermining your economy, your rights as citizens, and your place within the international community. It does not have to stay that way. But the battle against these fanatics that feed off the blood of the Afghan people cannot be won without your help. It will take the combined efforts of the international community and you to remove these evil people from Afghanistan. Take the following action: Do not give food, shelter, or any type of aid to the Taleban or Usamah Bin-Laden. This will be a great help in the effort. We have no wish to hurt you, the innocent people of Afghanistan. Stay away from military installations, government buildings, terrorist camps, roads, factories, or bridges. CNN's questions to Usamah Bin-Ladin A man claiming to represent Al-Qa'idah has asked Qatari-based Arabic satellite TV channel Al-Jazeera and CNN to submit questions that will be answered on video by Usamah Bin-Ladin, CNN reported on 16 October. The proposal came in to Al-Jazeera, which then notified CNN. Say, swprograms via DXLD) More background on the ABC/Shier issue Shier loses support of ABC board By Amanda Meade, Media writer, 16 October 2001 JONATHAN Shier's position as ABC managing director hangs in the balance after he was told by chairman Donald McDonald that he no longer had the support of most of the board or his own executives. Senior ABC sources said last night that Mr McDonald cited a number of incidents of erratic behaviour and Mr Shier's style of management as not acceptable for a chief executive officer of the ABC. The Australian understands Mr McDonald and fellow board member Maurice Newman met Mr Shier early this month to tell him his conduct during the past 19 months had made his position untenable for a manager of the public broadcaster. Mr Shier did not offer his resignation. It is understood Mr McDonald and Mr Newman had legal advice against demanding his resignation. Mr Newman – the Australian Stock Exchange chairman and Deutsche Bank group executive chairman – is a confidant of John Howard. Mr Newman would not comment when contacted by The Australian. Several other board members – pastoral executive Leith Boully, economist Judith Sloan, Liberal powerbroker Michael Kroger and former Liberal MP Ross McLean – also declined to comment. Mr McDonald's office said yesterday the chairman was unavailable and did not respond to questions faxed to his office. ABC corporate affairs director Victoria Buchan vehemently denied Mr Shier had been told he had lost the confidence of the board. Mr McDonald's move against Mr Shier was galvanised by the fallout from an explosive meeting last month at which five executives witnessed a lengthy fight between Mr Shier and news and current affairs director Max Uechtritz. Mr Shier and Mr Uechtritz argued over the ABC's coverage of the September 11 terrorist attacks, which Mr Shier had not seen because he was overseas. Among other things, Mr Shier was angry the Nine network had out-rated the ABC. Several present say they were "sickened and distressed" by the ferocity of the attack. Mr McDonald became aware of the fight. The executives involved welcomed Mr McDonald's involvement in the dispute. After consulting board members, Mr McDonald met Mr Shier. The managing director was told his abusive treatment of ABC managers and staff, including former director of television Gail Jarvis, who quit 10 months after being appointed by Mr Shier, were of grave concern to the board. The board has had growing reservations about Mr Shier as incident upon incident piled up, in particular his widely reported public attack on a Four Cor ners producer in August. Within earshot of several guests at a 40th birthday celebration for the program, Mr Shier called producer Quentin McDermott "a stupid Pom". The move against Mr Shier came before the revelation last week in The Australian that a young female employee of the ABC had lodged a sexual harassment claim against Mr Shier at the Human Rights & Equal Opportunity Commission. The complainant, a TV publicist, has told the commission that the managing director behaved in an offensive manner to her late at night in Mt Isa after the first broadcast in August of Australia Talks. Mr Shier and two staff witnesses have denied the allegation. Another unreported incident on the same trip to Queensland has also been relayed to Mr McDonald, who is concerned about the treatment of a junior staff member by Mr Shier. Sources say the assistant to a Queensland executive was bitterly criticised in front of her superior. Feedback: My major concern is that it has taken 19 months, and considerable damage to the reputation of the ABC, for the board to finally move. The problems have been apparent to the general public for some time, but been ignored. The Howard Government must be very proud of its efforts to 'reform the ABC'. The Lourdes station, where around 1,500 Russians are based, was too expensive to maintain, he said. The base, which houses radar and electronic equipment, has been a sore point in relations with the United States, which says it has been used as a centre for spying on America. The US Congress voted last year to restrict financial aid to Russia unless it closed the base. I basically just about stopped listening because every time I tuned in for a feature programme that I had always listened to, there was war news instead. This is an hour later than the regular Americas-stream time, and the programme following Outlook then would have been Off The Shelf instead anyway. But what was on then didn't agree with ANY stream listing in my latest (August) copy of On Air. So were the feature programmes aired, but just at odd unscheduled times? What purpose is there to air programming at some other time than when it is listed in the published schedule? I can see dropping it entirely and replacing it with news, but why air it an hour off or some other odd time? What good does that do anybody? But I have been an avid listener to Letter from America for nearly 40 years and to my ears Cooke remains as vital, wide-ranging and cosmopolitan as when I first heard him in the 1960s. His breadth of knowledge, encompassing everything from political history to jazz, as well as his familiarity with most of the leading players in American history over the last 50 years, gives him an unrivalled perspective on the issues of the day. His broadcast post-September 11 was as powerful and moving as any he has given. DICK, CJ Staff Writer Authorities from four law enforcement agencies blocked the entrance to the home of a Pulaski County man Monday after he was named as the suspect in a Sunday night shoot-out with two Bell County officers. Steve Anderson, 53, of Elrod-Martin Road, is still at-large and facing warrants for criminal attempt to commit murder, after he fired more than 25 shots from an automatic rifle at a sheriff`s deputy, following a routine traffic stop. According to the Bell County Sheriff`s Department, at approximately 8:15 p.m. Sunday, Deputy Scott Elder stopped Anderson`s camouflaged 1990 Chevrolet pickup on U.S. 25 E for driving without tail lights. Anderson refused to cooperate with Deputy Elder when he asked for his license and when Elder asked if he had any weapons in the vehicle, Anderson replied, ``I have several.`` Anderson then exited the vehicle with an automatic rifle and began shooting at Elder who took cover at the rear of his cruiser. After firing several shots into the cruiser, Anderson fled the scene and Elder initiated a full pursuit. During the chase Anderson made a U- turn, pulling behind Elder, and firing more shots into his vehicle. ``He destroyed a cruiser,`` said Bell County Sheriff`s Deputy John Hoskins, a spokesman for the department. ``There were 25 entry holes in the car and he shot out some windows. I don`t see how, in God`s name, he (Elder) didn`t get shot.`` Elder`s vehicle became disabled but Pineville Police Officer Greg Hendrickson joined and continued the pursuit. Anderson fired at Hendrickson, who ended the chase to await backup after Anderson exited U.S. 25 E onto ``Sams`` Mountain. At approximately 12:30 a.m. Monday, members of the Kentucky State Police Special Response Team arrived and conducted a ground search as well as an air search using a helicopter equipped with a heat seeking device and spotlights. The SRT found Anderson`s vehicle at 5:30 a.m. Monday, 100 feet over an embankment on the mountain just north of the Sams Mountain entrance. Officials found two large pipe bombs in the truck and believe that Anderson may be armed with weapons, including two fragment grenades. Deputy Hoskins said that Bell County was using ``just about anybody who wanted to volunteer with a badge or a bond`` in the search for Anderson. At least 40 officers from various agencies were known to be searching the mountain. Hoskins said that the area around Sams Mountain is vast and consists of mainly ATV and logging trails. However, the entrance to the mountain is residential and all homes were evacuated and searched early Monday morning. ``If he is on foot,`` said Hoskins, ``it may take days to locate him. He has eluded us all night.`` Hoskins explained that the trails ``go for miles in all different directions.`` In Somerset, officials from the Pulaski County Sheriff`s Department, the Kentucky State Police, the Federal Bureau of Investigation and the ATF aren`t taking any chances that Anderson may attempt to come home. Backed up by approximately 30 law enforcement officials and an explosive response vehicle, the four agencies secured the area around Anderson`s home and only allowed residents of Elrod-Martin Road to pass. ``This investigation is to assist the Harlan County KSP post in the shooting of the Bell County deputy cruiser,`` said Pulaski County Sheriff Sam Catron. Catron said that officers began surveillance of Anderson`s residence at midnight Sunday, and other personnel arrived at about 9:30 a.m. Monday. Law enforcement officials are not commenting on whether they believe that Anderson has returned home, however Catron believes that residents should be cautious, but not concerned. ``We don`t feel there is any reason to be concerned,`` he said. But, authorities are also leaning on the side of caution. ``We have a small section of Elrod-Martin Road blocked off to the public,`` continued Catron. ``We are stopping traffic and only allowing residents through.`` Authorities also would not comment on how long they expected to be staked out at Anderson`s residence. Anderson was dismissed from the Kentucky State Militia earlier this year for continual broadcast of his controversial short-wave radio program in which he voices anti-Semitic sentiments among others. He has been named by Radio for Peace International as the number one most dangerous of hate broadcasters on short-wave radio. Bell County Sheriff Harold Harbin warns that Anderson is armed and dangerous. Authorities are urging residents to use caution until he has been apprehended. Sheriff Harbin said that Anderson should not be approached or confronted. Notify local law enforcement officials immediately if you see him. Anderson is described as white, approximately six feet two inches and 250 pounds. He has gray hair with considerable balding on top. He was last seen wearing a brown jacket, plaid shirt and blue jeans. Story 2 By JEFF NEAL, CJ Managing Editor Tim Hendel, who monitors Steve Anderson`s radio broadcasts for Radio for Peace International, said last night he wasn`t surprised that Anderson fired on police officers. After all, it`s one thing Anderson has threatened to do all along. ``He has said for weeks that if he is stopped and asked for his driver`s license, he would shoot,`` Hendel said from his Alabama home. ``This entire incident follows the things Anderson has been saying for months.`` Anderson is still at large after the shooting incident Sunday night. Hendel said it is possible that Anderson has a safe house away from his home on Elrod Martin Road, which was surrounded by law enforcement officials yesterday. ``He`s been saying cryptic things about being prepared ... he`s talked a lot about safe houses,`` Hendel said. ``He has been warning listeners that it was always possible to be caught away from home and not being able to make it back. So he urged everyone to have stashes of supplies and weapons in safe houses throughout the state. ``I think it`s quite possible that Anderson could have a prearranged hideout or safe house,`` Hendel added. ``He`s been preaching to have some place to go ... so I`m sure that Anderson has a place to go.`` Sunday`s shoot-out was the second public incident Anderson has been involved in since the Sept. 11 attack on America. Local firefighters accepting donations for the Red Cross were harassed by Anderson the weekend following the terrorist attacks. ``I don`t know what significance the Sept. 11 attacks have had, but Anderson has been talking quite a bit about `when it happens, be prepared,``` Hendel said. ``His rhetoric has been very violent ... and his threats toward law enforcement have come on a regular basis.`` Anderson`s radio frequency was silent last night. Ironically, last week, he told listeners he was going to attend a weekend Christian Identity spiritual retreat to be baptized. Story 3 By CAROL COFFEY, CJ News Editor It was almost inevitable. Law enforcement officials from the local to the federal level said it was really just a matter of time before something happened involving Christian Movement, short wave radio renegade Steve Anderson. As law enforcement officers moved in around Anderson`s house, it took only one look toward his past as a possible answer for what led to yesterday`s incident. Anderson has been pirate broadcasting his Kentucky Militia Hour for quite some time. Before this year, the one-hour program updated listeners to militia events and focused on Anderson`s statements of hate against a number of groups, particularly Jewish people. However, earlier this year, even the Kentucky militia had tired of the message. After directly disobeying an order from Kentucky Militia Commander Charlie Puckett to cease broadcasting, the organization officially booted Anderson from its ranks. It was after his ouster from the Kentucky Militia that Anderson started gaining media attention. He became a focus of the Anti- Defamation League because of his message of hate. When Anderson was named the most hated radio show host by Far Right Radio, he sent a message to ``main stream`` media that he wasn`t interested in talking. On several occasions, Anderson refused requests for interviews. Yet during his now disassociated radio show, he talked frequently about his name being in the newspaper and even threatened the news editor for the Commonwealth Journal. Anderson went so far as to reprint stories about his dubious distinction from Far Right Radio that appeared in this newspaper on his website. After being thrown out of the Kentucky Militia, Anderson did not broadcast his show for several days, but renamed it and once again hit the airwaves. Anderson said his broadcasts didn`t need a license from the Federal Communications Commission because, as an arm of the government, it wasn`t a legitimate agency. Listeners or the curious needed only to look at Anderson`s web site to learn about the man and his message. Anderson`s mission statement and radio program, under the banner of United Patriot Radio, made it clear he had a mission. ``As the Jew World Order owns and controls all the media, except for a few Patriot stations here and there, the `good` shows have been all but silenced by removal from air time. United Patriot Radio is dedicated to keeping the `endangered species` of the Patriot shows ON THE AIR! Freedom of speech must include those that are considered too controversial by licensed commercial stations. By being licensed, they place themselves under the rule of the destroyers of freedom. As they are commercial, they may not risk their income by angering their sponsors, or present information that would bring down the wrath of the likes of the ADL, in the form of financial punishment. UPR is not licensed, or commercial in nature. It is strictly a free, First Amendment station. There is no income to lose, or jurisdiction by any agency by a license. Wednesday, Oct. 17, Story 1 By CAROL COFFEY, CJ News Editor Bell County authorities keyed in on a possible location of Steve Anderson late yesterday afternoon. According to a Bell County dispatcher, a possible location on Anderson was narrowed down to one just outside Middlesboro. As authorities were searching for the self-proclaimed member of a paramilitary group charged with damaging a sheriff`s cruiser with an assault rifle early Monday morning, law enforcement officers were converging on Anderson`s Elrod-Martin Road residence. Although the media was stopped from going near Anderson`s home, at least a dozen law enforcement officers were seen dressed in camouflage carrying semi-automatic weapons. Shortly after that, at least nine Kentucky State Police cruisers were seen leaving the Elrod-Martin Road area. Late yesterday afternoon, Pulaski County Sheriff Sam Catron said federal, state and local officers continued to execute a federal search warrant at Anderson`s home. He could not say what items had been seized or located at the residence. Anderson, 53, of Somerset, was being sought on a warrant for criminal attempt to kill a police officer. A former associate said Anderson may have been patrolling rural Kentucky for terrorists. Bell County Deputy Sheriff John Hoskins said Anderson ``tried to saw a cruiser in half`` with fire from the rifle after Deputy Scott Elder pulled him over to alert him to a broken tail light about 2 a.m. EDT. Hoskins said Anderson fled in a camouflaged 1990 Chevrolet pickup truck after the shooting, which shattered the cruiser`s windows and left 25 bullet holes. About 40 police officers were searching the mountain for Anderson on Monday. Kentucky State Trooper Buddy Simpson said Anderson had identified himself as a member of the Kentucky State Militia, a paramilitary organization, and that he was on patrol. Patrick Perry, a spokesman for the Kentucky State Militia, said Anderson had been kicked out of the group in April because he operated a small radio station that often voiced anti-Jewish sentiments. ``He was a member of the Kentucky State Militia for a very short time before he was quickly weeded out by our current law-abiding members,`` Perry said. Perry said he was not surprised by the Bell County incident. He said Anderson may have been ``worried about an invasion from Islamic terrorists.`` ``I kind of thought he was prone to do something like that,`` Perry said. ``He was sort of a lone wolf type.`` Anderson`s pickup truck was located about 6 a.m. EDT. Simpson said a pipe bomb was found inside it, as well as ammunition. Simpson said Anderson should be considered armed and dangerous. Hoskins said Anderson is described as an expert survivalist, who is believed to have several guns and two hand grenades with him. Residents should avoid Anderson at all costs, Hoskins said. Anderson is described as white, about 6 feet 2 inches tall and 235 pounds. He was wearing blue jeans and a black leather jacket. The Associated Press contributed to this story. DICK, CJ Staff Writer ``Eric Rudolph number two.`` That is what former Kentucky State Militia commander, Charlie Puckett, called Steve Anderson Monday night on a short-wave radio program, after Anderson fled the scene of a shoot-out in Bell County. Speaking on the radio program, The Intelligence Report, Puckett`s comparison to Rudolph, the accused abortion clinic bomber who is still at-large, was just one of many sentiments Puckett offered regarding the man whom he dismissed from the Kentucky State Militia just six months ago. Puckett told program host, Don Boettcher, that he believes that Anderson has food, arms and ammo, but he does not believe that Anderson will allow authorities to take him alive. ``You couldn`t meet a nicer guy,`` he said. ``I think we`ll never meet again.`` Despite efforts by the Kentucky State Militia to distance itself from Anderson, Puckett`s response to Anderson`s situation gave clear indication that Puckett is apparently rooting him on from the sidelines. According to summaries of the Oct. 15 program, provided by the Anti- Defamation League, Puckett claims that Anderson was on his way home from an Identity Feast of Tabernacle gathering held in North Carolina. Puckett said that Anderson responded to the line that he had drawn for himself and shot up the police vehicle, making it look like ``Swiss cheese.`` Later, Puckett reported that the ``cop said he`d never seen such fire power`` but that he believed Anderson ``to be less armed than many of us.`` In April, Puckett, acting as state commander for the Kentucky State Militia, dismissed Anderson for his continued broadcast of an unlicensed short-wave radio program, The Kentucky Militia Hour. At that time, Puckett denounced Anderson`s actions. ``The disregard of orders is something that the Kentucky Militia cannot tolerate,`` said Puckett in an official statement posted on the KSM Website. ``Steve Anderson was given direct orders by me on March 20, 2001 to cease broadcasting on 3.260 MHz. Mr. Anderson followed these orders for three days. After that time the station was brought up to full operation on 3.260 MHz. Later the station was set up for rebroadcast of Genesis Communications programming in direct disregard of said orders. Mr. Anderson promised at the Norm Creek meeting that donations would be returned and the station would be shut down if we allowed him to remain with The Kentucky State Militia. The donations were not returned, and even more were accepted on Sunday morning of the Norm Creek meeting. I have no choice but to dismiss Mr. Anderson from all duties, and membership with the Kentucky State Militia. If we cannot regulate ourselves then we are no better than the people we say have not done their job in government. This is my final decision in this matter, and will be recorded in a internal memo.`` Now, however, Puckett is defending Anderson and even tossing out threats to the ATF. On the radio broadcast Monday, Puckett said that Anderson`s house was crawling with ATF agents and that the agents were worried that more militia might show up. ``They need to be worried,`` Puckett said. Puckett said he did not believe that Anderson was trying to shoot the officer, that he only wanted to show him that he ``wasn`t going to take it anymore.`` Radio host, Boettcher, then expressed hope that Anderson will come across ``friendlies,`` or people who would leave things on their back porch to help Anderson. This contradicts the feeling toward Anderson in April as illustrated in the official statement from the KSM. ``Anderson had only been involved with the Kentucky State Militia for a short while before he was quickly weeded out by current law-abiding members. Anderson had used the station, among other things, to express his anti-Jewish beliefs, which conflicted with the views of many KSM members, some of whom were themselves Jewish. Members felt that Anderson had a right to free speech, but not in conjunction with the name of the Kentucky State Militia. Although Anderson claimed that his station was protected by the first amendment, members pointed out that the same constitution also gave them the right to association, or not to associate, in his case. Current leadership in the Kentucky State Militia point out that isolated cases like Anderson normally do not join groups, but are instead loners and keep to themselves. DICK, CJ Staff Writer Though the Bell County shooting could not have been predicted, Steve Anderson has never been shy about expressing his feelings toward the police and the government, or making threats against the two. ``For a long time Steve Anderson had been making explicit threats about what would happen if police pull him over or come into his house,`` said Mark Pitcavage, national director of fact finding for the Anti-Defamation League, a non-profit organization that fights discrimination. ``He has made no bones about the fact that if the police interfere, he is going to respond.`` Reviewing summaries of short-wave radio programs, monitored by the ADL just over the past few months, Anderson not only encourages listeners to shoot law enforcement officials, he almost taunts them to come onto his property. ``I hope they (the ATF) try to get me,`` said Anderson, during his Aug. 3 broadcast. ``I want to see them get in here alive and then try to leave.`` He then suggested that agents get a plane ticket out of the country. ``You`ve pushed and now it`s coming...,`` he said. ``We`re finished with you guys, it`s over.`` On Sept. 4, Anderson, speaking about confiscation of guns in California, told Californians to take action against law enforcement. ``Gentlemen, listen to what I have to say very closely,`` Anderson said. ``Dead men don`t arrest anyone. Dead men don`t kick in doors. Dead men don`t prosecute anyone. Dead men don`t sit up on a high bench and knock their rings and black robes and judge and sentence anyone. If you`ve got to go to the guy`s house and wait in his front yard until he gets home or gets up, take care of business.`` As for the government, Anderson calls himself a ``restorative`` as opposed to a conservative because he doesn`t want to conserve the current political system. During a July 3 broadcast, Anderson said that he would like to take a bulldozer to Washington D.C. and the people in it. He told listeners to fight back and carry a gun everywhere because ``all gun laws are unconstitutional.`` He then told listeners to come out shooting if they get pulled over by police. Pitcavage said that Anderson has given them reason to be concerned in the past, but has not seemed to be any more agitated than normal in recent weeks. ``I don`t really think the tone of his shows has changed much recently,`` he said. ``There have been a few times in the past eight or nine months that he really seemed on the edge, and gave us considerable concern over and above our normal concern about him. But, the past few weeks weren`t one of them.`` Pitcavage continued, ``Nothing has changed. He (Anderson) has been at a fever-pitch level for some time.`` Story 4 By CAROL COFFEY, CJ News Editor MIDDLESBORO — Scott Elder is mad — so mad, in fact, that he has taken time only to change his clothes before he hits the hills again looking for Steve Anderson. Elder is the Bell County Deputy Sheriff and was involved in an altercation with Anderson Sunday that resulted in attempted murder charges being placed against Anderson. On Sunday, Oct. 14, Elder stopped Anderson`s camouflage pickup truck at Ward Chapel on U.S. 25E. Initially, Elder stopped Anderson because the vehicle was without taillights. ``I was going to warn him to turn on his hazard lights, so that no one would run over him,`` said Elder. Anderson appeared angry that he was stopped by Elder but then became more calm after learning what the purpose of the stop was. ``At first he was kind of angry that I stopped him, and when I advised him what I stopped him for he calmed backed down,`` he said. ``I then asked to see his license and he started back again. I then seen a magazine to a gun, in his cupholder.`` After seeing the clip and ammunition, Elder asked if Anderson had any weapons in the truck. ``I said, `Sir do you have a weapon in the truck to that magazine,` and he said `I`ve got all kinds of guns in here,``` Elder said. At that point, Elder said Anderson began reciting laws about the Kentucky Militia. Anderson indicated to Elder that he was on active patrol. As he spoke, Elder said Anderson became more angry and made threatening statements. Elder said he stepped away from the truck and Anderson then drove south. ``I then started the pursuit and he turned across the median and tried to ram the cruiser two or three times,`` Elder said. ``Then he started southbound in the northbound lane of traffic and started firing his rifle at on-coming traffic,`` Elder explained. Anderson then crossed the median again and in a straight away, just before Sam`s Mountain, Anderson stopped his vehicle in the inside lane. ``I stopped about 50 yards behind him and he stepped out of his truck and opened fire and I returned fire and that`s when he went up on the hill (Sam`s Mountain),`` he said. During the pursuit, Elder was assisted by Pineville Police officer Greg Hendrickson. Anderson reportedly struck Hendrickson`s police cruiser also. After the pursuit, the Kentucky State Police Special Response Team (SRT) was called in to search for Anderson. Later Anderson`s truck was found abandoned about 150 feet from U.S. 25E on Sam`s Mountain down an embankment. A search of the vehicle turned up several loaded automatic rifles, hundreds of rounds of ammunition and two large pipe bombs. The truck was later recovered and confiscated by the FBI for testing. The Kentucky National Guard was also called in to use one of their helicopters that had a night vision scope. Middlesboro Police along with Kentucky Department of Fish and Wildlife, Constable Larry ``Fish`` Mills and the Bell County Volunteer Fire Department, AFT and FBI, assisted. About seven families were evacuated from Sam`s Mountain, including owner Kenneth Sams. Sams said he and his family were coming home when police officers stopped them at the foot of the mountain. Sams said he was advised to what was happening and asked to call the other families and inform them what was happening. ``They asked us to call the neighbors to tell them police was going to be in the woods and in their yards,`` said Sams. He said as police reached the homes they had them step outside to make sure they were all right. Police had each family leave their home as they brought in a National Guard helicopter that had heat-seeking devices. Officials wanted to be sure if the night vision picked up a person, it would be Anderson and not one of the residents. Residents were allowed to go back to their homes at 7 a.m. Monday. ``We sure don`t need people like that causing problems right now,`` said Joann Sams, ``we need our country pulling together and we sure don`t need these `nuts` coming out of the closet. They must not have much of a life and just want attention,`` she added. Joann Sams praised the Bell County Sheriff`s Department for their handling of the situation. ``They were there first. They were right on it and were involved the whole night making sure no one went on the hill and that they (residents) were protected,`` she said. Kentucky State Police and Bell County Deputy Sheriffs were back on the scene Monday afternoon and Tuesday searching for additional evidence along U.S. 25E and Sam`s Mountain.
