Thanks, Glenn] ** AFGHANISTAN. 27 August 2001: A pro-Taliban website was hacked on Sunday by activists demanding a "free Afghanistan", a day after the Islamic militia outlawed Internet use in the country. The website at Taleban.com had been defaced with obscenities against the Taliban and alleged Saudi terrorist Osama bin Laden. A link said the site had been moved to Shariatonline.net, which displays the Taliban's flag and official seal as well as Afghan-language text in Arabic script. Another web address usually identified as the Taliban's official homepage, afghan-ie.com, appeared to be offline on Sunday. The Islamic militia Saturday banned the Internet in Afghanistan and ordered the hardline religious police to punish users according to Islamic law, the official radio station reported. A decree from Taliban leader Mullah Mohammad Omar broadcast on radio Shariat in Kabul said the Ministry of Communication was "duty-bound to make the use of the Internet impossible." The radio report gave no reason for the ban nor did it say what punishment awaited Internet users. Virtually no one uses the Internet in Afghanistan, a country where television, cinema and pictures of living creatures are banned and only about eight people in every 1,000 have access to phone lines. © Radio Netherlands Media Network. Charles Caudill, President of World Christian Broadcasting, the organisation that owns and operates station KNLS, has announced ambitious plans for expanding the New Life Station's transmissions. The ministry has initiated a campaign to raise seven million dollars to install a second transmitter and antenna system at the Anchor Point, Alaska broadcast complex. Additional programming resources will also be added. As in the past, listeners will not be asked to donate toward the work. Needed funding will be raised among interested Christians living in the States. Caudill says he hopes to be able to begin construction in the spring of 2002. The ministry intends to devote the new transmitter exclusively to Mandarin language broadcasts. Air time on the original Harris 100,000 watt transmitter will be divided between Russian and English language programming. Kevin Chambers, the New Life Station's Chief Engineer, has also begun a project to upgrade the ministry's audio chain. During the year he will be installing all new digital recording equipment at the Tennessee Operations Center studios. In addition, a new digital program automation system by Broadcast Electronics will be installed in Tennessee as well as in Anchor Point. Cuban TV sets with UHF capability: I read about this topic already years ago, and at this time sets of USSR origin was mentioned. Actually one has to wonder if Cuba really misliked the UHF capability already when ordering this TV sets, because this cannot be regular models from either China or the USSR since Cuba uses the 525 lines / 60 frames system, not 625/50. I also wonder in how far reports are true that TV Martí is jammed so effectively that anyway nobody can watch this network. By the way, Cubavisión on satellite is nothing new. They was (and are perhaps still, I am not up-to-date) on a Russian Gorizont bird already years ago, quite well-known amongst people with C-band equipment here in Europe for their exotic lucky world programming, which was quite frequently interrupted by uplink break-downs. It is said that this Gorizont bird was also used to feed RHC audio into the USSR when they exchanged airtime with RM. The Cubavisión transmission continued beyond the decline of the USSR for whatever reason; European observers considered it as a mystery how Cuba can pay the transponder fees. Colorful Pacific Island Ham Radio Figure Phil Wilder, T32O, SK NEWINGTON, CT, Aug 27, 2001--Phil Wilder, T32O, the only regularly active ham on Christmas Island (Kiritimati Island), Republic of Kiribati, died August 21 in Australia. Wilder had been under treatment for cancer. Sporting a full, white beard, Wilder appropriately resembled Santa Claus. His QSL manager Paul Lange, WC5P/T32BE, said Wilder was born in Fiji and worked as a shipboard operator on interisland vessels in his younger years. He later settled on Tarawa, where he made a living for a while as a merchant, trader and movie theater operator. Lange says the advent of videocassettes put Wilder out of the theater business and led to his move to Christmas Island, where he became T32AN (later T32O) and a saltwater tropical fish exporter. He remained in that business for about 15 years. At one time, Wilder represented Christmas Island (Kiritimati Island) in the Kiribati Meneaba, which, Lange said, is similar to a general assembly or house of commons. Wilder's family tree "was truly amazing," Lange said. "It included everything from Mayflower families to Pacific pirates." Lange said Wilder maintained some SSB schedules with friends on 20 meters and sometimes would hand out a few signal reports to breakers afterwards, but he had "given up QSLing and pileups years ago." Lange said Wilder was not too active over the past few years, since his hearing had deteriorated. Kimo Chun, KH7U, said Wilder was very supportive to the Kingman Reef K5K DXpedition team last fall. "During our unexpected stay on Christmas Island while waiting for our boat, he constructed a dipole for us to use, which allowed us to get on the air as T32R," he said. KAF is an independent broadcast ministry which airs on High Adventure Ministries' frequency. Programs are canned in Manila and sent to the HAM Jerusalem station for airing emanating from there. She neglects to mention that the transmission actually emanates via Germany, not Israel (gh, DXLD) Germany: New programme of High Adventure Ministries from Jülich Recently, some DXers noted a new Christian programme on a schedule fitting to a High Adventure Ministries slot on Deutsche Telekom and identified it as "KAS - Voice of the Lord" (Maria Luisa Albert shofar@i-manila.com.ph) It was broadcast on 15750 kHz, but not on other known High Adventure frequencies. My research in the past few days produced the following results: 1. The programme is part of a new satellite service that High Adventure produces in Jerusalem. On 1 August 2001 High Adventure Ministries opened a new 24 h satellite channel rebroadcast in the USA and obviously in part on short wave. It seems that the short wave relay of Tagalog programming has to do with the presence of thousands of Tagalog speaking foreign workers living permanently in Saudi Arabia and other Gulf states. The programmes are pre-produced in Manila and then sent to Jerusalem. 2. The reference "9-7-7-2" that was heard is not a short wave frequency, but the number of a satellite channel in a US-American bouquet of Christian satellite radio channels including feeds of Family Radio (owner of WYFR) and Pulse FM (LeSEA-Broadcasting to which WHRI, KWHR and WHRA also belong). At http://www.skyangel.com/ the following information is available: "Channel 9772 Voice From Jerusalem: Broadcasting live from the heart of Jerusalem, Voice From Jerusalem is the radio ministry of High Adventure Ministries, which was founded by businessman George Otis. The channel features Christian programming in English, Arabic and Tagalog, the language of the Philippines, as well as a live daily newscast from Israel reporting on breaking issues in the region." 3. High Adventure Ministries, a neo-pentecostal radio mission, had its first broadcasts in 1979 from the Voice of Hope in South Lebanon and also established KVOH Los Angeles and KHBN Palau which recently changed management and was taken out of the HAM-bouquet. During the past few years and especially after the loss of the South Lebanon site in 2000, Jülich became an important leased facility of High Adventure Ministries. Currently they are in the planning stages for FM stations in West Africa, but the group in the past was quick to proclaim progress on stations that did not materialize, e.g. an off shore station near Singapore and more recently a short wave station in Liberia (Dr Hansjörg Biener, Germany, 28 August 2001, DX LISTENING DIGEST) ** PHILIPPINES [non]. It is currently being heard at 1500-1800 gmt on 6810 kHz. Its programming includes material in the Rahanwein language. Baydhabo is located 140 miles northwest of Mogadishu. Ashley Highfield, the BBC's director of new media, said yesterday that the logistics of charging non-licence fee payers accessing the corporation's services made it near impossible to implement. The BBC has examined means of raising cash from the websites international traffic including advertising and some form of charging for access. "The government would like us to try and monetise the non-UK traffic but it is actually bloody difficult," he said. "It is not always easy to tell where someone is accessing from." But to many who hear them, the shows are lifelines to their homelands. Those listeners were outraged to hear that the station's owner wants to give up control in a move that could jettison the ethnic programming. What makes the situation unusual is that the owner of the station, WNYE-FM (91.5 FM), is the New York City Board of Education, which says it wants to quit managing operations. Schools Chancellor Harold O. Levy has proposed turning it over to a public broadcaster, WNYC, and changing the programming to feature classical music and school- curriculum shows. The board could vote to approve these changes as soon as Sept. 12. Well, WNYE re-broadcasts hours of Radio France International and the BBC World Service each day, besides offering locally produced programs targeted at the city's ethnic communities: Greek, Caribbean, Polish, Croat, Haitian and others. There is talk of turning WNYE over to classical music and curriculum- related shows, and no guarantees that current programming would be retained. We need to make certain that it is. Given the current difficulties New Yorkers have in receiving the BBC World Service since July, the potential loss of the remaining hours of BBC FM programming, even though they are in the early morning hours, would be frustrating. There is no news source like in New York City; its radio coverage of world-wide news is second to none, it's depth of coverage is irreplaceable. For me, a French-language student, the loss of RFI would be equally frustrating. The broadcasts are remarkable tools, whose use has been promoted by all of my French professors and whose schedule is shared among French students the way they might otherwise share class notes. It is how I, and thousands of Francophones, maintain a daily connection to France and the French language. I encourage each of you, in the New York City area or not, to write to the school board, the radio station, the city council or the newspapers, expressing your support for retaining current programming. Tell them that there is no replacement for these services and that our communities will be culturally impoverished without them. Act now! These changes could be voted on as soon as September 12. Re: WNYE about to be turned over to WNYC: This is not really off topic, but it is a pain in the ass to talk about the situation. First, I don't speak French and all RFI broadcasts over WNYE are programs for Francophiles. If they want to have their broadcasts relayed in the "foreign country" they should at least broadcast half the programming in the native language, in our case English. Most VOA relays are in the tongue of the host country, or a large part of the population speaks English as a 2nd language. Not true in New Your City where the majority 2nd language is Caribbean dialect Spanish. As for the BBC, they deserted us by dropping shortwave. Their plan of using public radio stations to relay the WS in the USA as the primary alternative is falling apart. Once public stations realize that shortwave and other public stations are no longer in the picture, they will do what comes naturally, with no competition they can get greedy and raise the rates the BBC has to pay. As far as WNYE goes, get rid of them. I couldn't care less about this albatross that consistently wasted the funds of the Board Of Education until only recently. Local ethnic programming? Yeah, if they have the big bucks to pay for the air time. WNYE isn't cheap and being a public entity, the station policies are just a game of political cronyism. A few years ago a friend of mine was buying time for a show on WNYE and he was paying top rate at the time. He got moved to another time period because the Sanitation Union wanted the time slot. The next period he got was always preempted by an out bid for time from Syracuse Basketball. The last time slot was again lost out because the BBC wanted it. They got it for 2 weeks and then RFI outbid them. It's called never signing a contract that wasn't made of Swiss cheese. I visited my buddy once at the station. The broker producers were relegated to a combo operation from an oversized broom closet while master control had racks and racks of state of the art equipment that was never going to be used since most of the programming was brokered or done remotely and they hardly did any production there. They even had fully computerized monitoring and remote control of the transmitter, no panel with meters and switches like most stations in the area. WNYE is a NY City run bureaucracy under another bureaucracy, The Board of Education. WNYC, once was, but were also under the direct eye of the Mayor and the Comptroller's office was in the same building, they could drop by anytime to look at the books. Then the Mayor sold them off to a public non profit corporation. WNYE is a minor operation of an Authority, not under the Mayor`s direct control. A lot of isolation, a lot of cushioning, a lot of featherbedding and much financial mismanagement. We don't need them. They want to concentrate on Television, which is 3rd generation reruns of PBS and broker time too, like RAI-TV. Believe me, WNYC will do a better job on the channel than The Board of Ed. does, and I wouldn't be surprised if BBC programming was moved to overnight on WNYC-AM/820 (Steve Coletti, Aug 27, swprograms via DXLD) I wish there were some way to guarantee that, Steve. Given that the nights on WNYC already include two hours of BBC World Service, I myself doubt that they'll extend that to 4 a.m. And what would be the problem with keeping it where it is on WNYE? Not a lot of curriculum- related broadcasts will be of much use between 1 a.m. and 6 a.m., I don't believe. On top of that, while I generally agree with your statements of mismanagement of WNYE (from what I've heard), that doesn't, however, lead me to believe that WNYE is not currently serving an educational function, no matter how the content is acquired. The French language content of RFI is far more valuable *in French* than it would be English. That is how languages are acquired. What would be the use of another English-language news program on an education station, when you already have the BBC covering current events and issues? Finally, regarding the Spanish-language speakers in New York: we already have at least six stations serving that community, on FM and AM, and a zillion more on the skip and shortwave. Asserting Rights To 'Democracy' By DAVID HINCKLEY, Daily News Staff Writer The "Democracy Now!" chess match at WBAI (99.5 FM) took another bizarre turn yesterday: The station's parent Pacifica Foundation warned that host Amy Goodman may not have the right to use the show's name if she insists on producing it outside the WBAI studios. Goodman has been producing the award-winning daily show at another studio, saying she and her staff face intolerable harassment at WBAI. She is among a faction pushing for changes in management and policy. Goodman supporters plan to picket this morning outside WBAI's 120 Wall St. studio, both to back her and to demand broader changes. But Pacifica national program director Steve Yasko says Goodman's refusal to work at WBAI is merely an "unauthorized leave of absence." She has been suspended without pay until she returns, and Pacifica is not carrying the new shows -- though some stations have done so, and are streamed at http://www.wbix.org Pacifica won a victory Thursday when California Judge Ronald Sabraw ruled that it does not have to carry shows produced off-premises. Without the ignition noise and the normal static at the lower end of the dial which I experience at home, I was able to pick up some real "DX" catches. 1620 khz - "Springfield Mall Radio" [Virginia?] with plenty of commercials for local businesses, not just mall tenants, and info about mall hours. Fairly good signal from about five miles away! I wonder when they will start simulcasting NPR's Morning Edition in parallel to WAMU and WETA. How about a BBC World Service relay? 540 khz - WDMV, Pocomoke City, Maryland - on the Eastern Shore of the Chesapeake Bay. Running about 500 watts, I haven't heard this station in almost forty years, and they have the same format and call letters - "Wonderful Del-Mar-Va" - they had back then. Covering three states, Delaware, Maryland, and Virginia, from Pocomke City. A real local community station, the last of a dying breed.
