A new seasonal schedule begins Friday, December 1. RFPI will be changing to a 6-hour program cycle instead of 8 hours. The original WOR and COM times in the 1600-2200 period remain the same on Fri, Sat and Tue, but repeats appear 6, 12, and 18 hours later (except when not on the air overnight) and there is no longer a Sunday broadcast at 2300. As for frequency changes, activation of 30 kW on 7480 is still delayed, but is expected to happen first; two weeks after that, 15049 will change to 15065. Was reading DXLD 0-145 this morning, and saw Fred Waterer`s piece on the Canadian elections. His comment on the Liberal party being "the only party that seems to care about continued RCI funding" isn`t 100% correct. I was checking out the party platforms around 10 days ago, and found the following in the Canadian Alliance platform document: "CBC: In a thousand channel, digitalized satellite universe, where traditional media are merging with the internet to revolutionize communications, we need to revitalize the role of the CBC. A Canadian Alliance government will allow CBC television and internet service to raise private capital while ensuring majority Canadian ownership and retaining a public CBC radio (including Radio Canada International)." As I mentioned on the Nov. 19 edition of "International Radio Report," this came as quite a surprise to me...probably the biggest surprise of the election campaign. Early in the campaign, one of the most prominent Canadian Alliance MP`s, Deborah Grey, was quoted as saying that a CA government would sell off CBC Television, but might consider keeping CBC Newsworld (the 24 hr news channel) and CBC Radio. That difference kind of fits in with accusations, common throughout the campaign, that the CA had a "hidden agenda." Because of that, the passage above was, as I said, a surprise. During the lobbying days to save RCI in 1995-1996, the feedback that the Coalition got from Reform MP`s wasn`t terribly favourable to RCI. Obviously, the CA policy planners realized that there was a certain measure of support for RCI among the Canadian public...though what they would have done had they won power will remain a mystery. I've been in touch with the technical management of Vatican Radio regarding their use of 6185 kHz in the morning. Vatican Radio is completely spoiling the reception of Radio Education here in Denmark till 0745 UT. Would otherwise be very good. Here`s part of the reply: "During the summer season we signed off 6185 kHz at 0500 UT, but for the present "winter" season we are extending the use of this frequency to Central-East Europe not only due to radiopropagation conditions, but also for the change in local time in Europe. We did the same for many years in the past and we didn't receive any complaint by any broadcasters the less by Mexican Authority. The service of Radio Education from Mexico has been notified for CIRAF zone 10 (Mexico) only which means that it is not intended for Europe, our target area." It was actually a surprise to me that the site is now back on air at least with the single mediumwave transmitter on 972, which used to override co-channel Hamburg already here in eastern Germany. The other two mediumwave rigs at Kopani on 549 and 1431 remain silent like the shortwave megawatters. RUI still uses only the 100 kW transmitters at the Brovary "A" site and at Khar`kov-Ternivka. I lively remember the tremendous signals from Kopani, and in the late seventies the site also showed how one can overdo things: They tried to serve North America with 3000 kW and a antenna with a gain of 38 dB, resulting in a ERP of almost 19 million kW. However, the signals in the target area were quite poor. Of course the phenomenon was investigated; the finding was that this overkill literally burned a hole into the ionosphere! It`s a continuous high- pitched whine, peaking around 17450, but audible out to 30 or 40 kHz above and below, depending on strength. With BFO on, there appear to be multiple carrier peaks; one can get a zero beat every kHz, but especially strong ones on 17443, 17450, 17457. At first I suspected something local, but around 1545 UT Nov 28 noticed it fading gradually like a propagated SW signal. Then I also hear it on the car radio away from the house. Any idea what this is? Any clues by looking at it on a spectrum analyzer? DRM/DAB test?
