He died unexpectedly from a massive myocardial infarction while driving to pick up his daughter from summer camp. He was only 50. Bruce, a gentle giant, was a life long enthusiast and member of the CIDX. He frequently contributed, despite his limited means, helping keep "World of Radio" on the air. Always keen to improve reception, he was very proud of his recent construction of a T2FD antenna. A founding and dedicated member of our Victoria DX group, his presence will be missed by all. Blessings on you from a sort-of-sunny Quito (Allen Graham, HCJB, Nov 11, DX LISTENING DIGEST) Press Release from HCJB Engineering, Quito, Ecuador: Digital radio test transmissions scheduled for December 2000 In late September 2000, Andy Giefer, engineer in the BBC R&D Department and member of the Digital Radio Mondiale (DRM) Field Test Group, contacted Herb Jacobson (at HCJB`s Elkhart, Indiana Engineering Center) looking for a transmitter to be used for vertical incidence transmission tests of digital shortwave signals. As it turns out, the two Siemens transmitters Radio HCJB has in Pifo, the lazy H antennas normally used for our Quichua language broadcasts on 49 and 90 meters, and our location on the equator combine to make HCJB an ideal location from which to conduct these tests. Based on this, I am pleased to announce that HCJB, in cooperation with DRM, will be performing digital test broadcasts from December 4, 2000 through December 21, 2000. The tests on December 4-13 will be targeting Ecuador on the 49 and 90 meter bands. During that period, DRM personnel from the BBC and Radio Netherlands will be monitoring and analyzing the signal at three locations in Ecuador. During December 18 to 21, additional test broadcasts will be made using our rhombic antenna, currently used for SSB broadcasts to Europe and North America, with monitoring taking place at Radio Netherlands in Bonaire. These transmissions will coincide with similar broadcast tests from three other sites in Canada, Norway and Portugal. More information will be released as available. DRM, whose members span all sectors of the industry, include leading broadcasters, network operators, transmitter and receiver manufacturers, research bodies and regulatory groups, from around the World. DRM`s aim is to bring affordable, digital quality sound and services to the world radio market. One of DRM`s stated objectives is that a receiver bought anywhere in the world will work anywhere in the world. The consortium came together formally in Guangzhou, China in March 1998, when a Memorandum of Understanding was signed. Membership continues to grow and has now reached 60, as more organizations see the benefit of high quality, wide area coverage at low cost. Importantly more modern transmitters can be modified to carry the DRM standard, rather than replaced further reducing the cost of implementing the new digital technology. Again this week on HCJB without explanation, Ham Radio Today aired at 0200 UT Sunday Nov 12 on 9745, 11840, immediately following DXPL. It was a repeat of the show we found still airing at its UT Thursday 0130, 0430 times, the hoary perennial on Michael Faraday : a scientist, yet a Christian! I think it started saying this year was the 125th anniversary of his death, which makes it a 1992 production. BTW, several times just before 0200, and once or twice during DXPL, 9745 dropped off the air (Glenn Hauser, DX LISTENING DIGEST) ** FINLAND. I tuned in early UT Sun Nov 12 to check if YLE R. Finland actually starts English at 0100 on 9655 and 12035, but no signals for the next few minutes. Presumably started at 0130 as per schedule; on at 0151 recheck, anyway. Into Latin shortly later, and after a pause continued at 0200 in Finnish, not English (Glenn Hauser, OK, DX LISTENING DIGEST) ** FINLAND. Scandinavian Weekend Radio`s transmitting power is 50 watts into half-wave dipole antenna 20 metres high on the ground. In last transmission we had a special NA-test; we turned our main antenna direction into 290 degrees for 6 hours (22-04 UT), and we got correct reception report from New York, so 50 watts in short-wave can be heard quite far. Reception varies a lot in shortwaves, it depends mostly in solar activity. 25 metre band is not good choice for local area broadcasting, it skips normally about 500 km, and so reception closer than that is not always possible. But during our November broadcast conditions in daytime was successful, and reception in Finland was better than ever. We got a lot of reception reports all over Finland, and in many places people have received us with portable receivers and telescopic antennas. And PLEASE NOTE: We didn't made any modifications into our transmitting aerial. This difference in reception is caused by changes in ionosphere. The power is not a solution in local reception. If conditions are not successful for near area reception, even 50 kW would skip the same distance, only the signal levels would be better in reception area. And if 30 W station from Guam could be heard in Finland during our summer broadcast, maybe SWR could also be heard in Guam too? About SWR: Scandinavian Weekend Radio is founded by group of (former pirate) radio hobbyists. We have built a full functional short-wave radio station by ourselves. All of our transmitting equipment is fully approved by local authorities. I think 9 and 11 MHz would work well as it is. I am very puzzled that stations are not taking advantage of the current peak of the solar cycle and are not using frequencies in 13, 16 or even 11 meters (incredible that so few stations--DW and France are the only ones--even bother to use 11 meters this season). I think that the listeners are not putting a lot of effort to convince station engineering personnel about suitable frequency choices, and that is why Norway is using 18 MHz a lot just because they have an open spot on the dial, instead of using 25 and 21 MHz like they have done in past solar maximum periods. Please ask Mr. Oren that he does NOT have to use 6280 between mid- December and the end of February. In most western democracies, the international broadcast station is part of the domestic public broadcasting corporation, whose top managers are selected by the corporations` boards. Thus management of these stations stays in place if a new government is elected. In the United States, the situation is more complicated. Let`s look at the U.S. International Broadcasting Act of 1994, as revised in 1998. It consists of eight citizens selected by the President with the consent of the U.S. Senate. The Secretary of State is also a voting member. The eight citizens serve overlapping terms of three years. All these eight citizen members will continue to serve their terms. The new president will, with the consent of the senate, be able to designate a new chairman of the BBG. The chairman, although not a full-time employee, is the top executive of U.S. international broadcasting. He or she acts as referee among the elements of U.S international broadcasting, which compete for budget, audience, and talent. Under the BBG are Radio Europe/Radio Liberty, Incorporated, and Radio Free Asia, Incorporated. RFE/RL and RFA are U.S. government funded corporations whose presidents who are appointed by the BBG. They will remain in their posts beyond the inauguration of the new president, and until the Board decides to replace them, or until they resign. Also under the BBG is the International Broadcasting Bureau, IBB. The IBB is a government agency, and its director will be selected by the new president with the consent of the Senate. Under the IBB are the Voice of America, Worldnet television, and the Office of Cuba Broadcasting, which is Radio and TV Martí. VOA directors have always been appointed by the president. Dave Frantz announced that he would fill the following open half hour by replaying the same program but this time switching both 12172 and 9320 to SSB to promote the medium. Whether AM or USB, made absolutely no difference that WGTG was overmodulating on peaks and causing severe QRM to WBCQ, and incidentally, WOR`s new airtime. WBCQ really ought to file a complaint against WGTG over this. The QRM was inescapable on the YB-400, and even with the ATS- 909 receiving WBCQ on USB, could still be heard.
