This program changes the ROMID of a library.  To note the input real 
number should be a valid library number, there are no checks.  
CHROMID will abort if a message table is found.  

Also CHROMID can't handle funny config files and will give a warning 
if one is found.  I suggest if a config warning occurs abandon the 
changed library.  Funny config files include anything that doesn't 
use TOSSRP or XEQSETLIB, therefore any user-rpl config files will 
not be converted.  

Also note an error of weird links can occur which is a protection 
against the French protection scheme of pokeing a huge number into 
the link field to prevent LIB->DIR conversion.  This means the links 
have not been converted and errors won't be attributed properly on 
the modified library, instead they erros will still keep the old 
library number possibly causing cunfusion.
