Like Yuffie, you don't get Vincent automatically. You can find the key to his... um... 'room' in the safe in the Shinra Mansion, when you go there in real time. Open the door, and go in. Talk to him until he won't say anything else. When you leave, he'll follow you out.
Vincent used to be a Turk, but he objected to them using his wife (girlfriend?) for an experiment, so they did one on him. As far as I can tell his left arm and both legs up to the knee are metal.
