George Cooper (John Heard) and wife Lauren (Kim Greist) are living in New York. George is a photographer who was recently noted for shooting New York’s underground homeless. The underground dwellers only come to the top to eat at the local soup kitchen. The Reverend, played by Daniel Stern (Home Alone) runs the soup kitchen and is sympathetic to the homeless who eat there.
Captain Bosch (Christopher Curry) is having a hard time keeping the lid on the latest crime wave. The underground homeless are disappearing left and right. The Captain would eventually make a trip to the soup kitchen in hopes of finding out what’s going on by talking to some of the homeless. After speaking with the Reverend, and a crazed homeless guy, both the Captain and the Reverend come to the conclusion that something isn’t right.
During a meeting with Chief O’Brien and the Nuclear Regulatory Commission, Bosch tells the Chief he can no longer keep this case quite. The Reverend (who was also at the meeting) gets angry because they won’t listen, and knocks over a briefcase on his way out. On the outside of the briefcase, the letters C.H.U.D are printed (Cannibalistic Humanoid Underground Dweller). Captain Bosch picks up the briefcase and Mr. Wilson from the Nuclear Regulatory Commission explains what it is. The Captain finds out that they have been storing toxic waste under the city and it turned a homeless person into one of these CHUD’s. Wilson insist that this was a one time incident.
Chief O’Brien and the Environmental Protection Agency decide to lockdown the underground and gas the remaining CHUD’s in order to put a cap on the case. Little do they know, they trap George, the Captain, and the Reverend underground while doing so. All three eventually run into more of these CHUD creatures while trapped below the city.

This is not a well known title, but it's pretty damn good. The acting isnt marvelous, but it's not too corny. You might actually recognize some of the actors. The monsters look really cool, the body count gets pretty high, and it's overall good. The story itself keeps you interested with new devolpements as the movie progresses and so on. By the way, Dr Chud from The Misfits got his name from this movie, in case u were wondering.
