In practice, it can be a little more complicated, of course. Policy4 is pretty clear, but it won't help you set up your software. Some software is well documented, some is not; some is a beast to configure, some is not; some is free, some is not. It used to be that assembling all the pieces took alot of time and technical savvy, but there is alot of help out there. Your best bet is to check out all the links on the page where you found these documents, and you will likely come across more help than you would expect.
