Broken Arrow was released in July 1996 by Neil Young & Crazy Horse. Musicians on this album were:

Neil Young: Vocals, electric and acoustic guitars, piano, harmonica
Frank Sampedro: Electric guitar, vocals
Billy Talbot: Bass, vocals, tambourine
Ralph Molina: Drums, vocals, percussion

"Baby What You Want Me To Do" was recorded live at a small bar called Old Princeton Landing, located in Princeton-By-The-Sea (also known as Half Moon Bay), California on March 21, 1996. (Neil and Crazy Horse did at least a dozen 'secret' shows at this bar under the name of "The Echos"). What makes this track unique is that the track was recorded via a small audience microphone, much in the manner of many 'stealth' concert tapers.
